In close collaboration with the Global Communities Ukraine team, the SAT Context Analysis Officer (the Officer) will serve as the lead investigator and author for ongoing analysis to understand and help the project adapt to changes in the Ukrainian context. The Officer will examine the impact of political, security and military developments on Ukraine’s displaced and conflict-affected populations and on programmatic, operational, and strategic decision-making by program leadership. By producing analysis, briefing notes, policy options and presentations to decision-makers across all projects, the Officer will enhance the effectiveness of Global Communities Safety and Access Team to make better, faster, and more informed decisions.

Duties and Responsibilities

  • Monitor and assess prevailing trends in the political, security and socio-economic situation in Ukraine, identify and evaluate implications for GC Ukraine programs, operational posture, and risk management strategies, and produce actionable policy briefs for S&A leadership.
  • Integrate qualitative and quantitative methodologies to produce comprehensive analyses to guide GC Ukraine and S&A policy positions and decision-making.
  • Assist S&A management to develop messaging, policy asks etc. that are appropriate given the situation in Ukraine and the surrounding region, and which are informed by a strong understanding of the varying agendas at play.
  • Coordinate with S&A and program and operations teams across Ukraine portfolio to ensure analysis is guided by programmatic demands and therefore value-added and impactful.
  • Engage regularly with the S&A Manager and his officers and program and operations teams to ensure sharing of information and analysis.
  • As required, provide briefings on the situation to key internal and external stakeholders, including program staff, donors, government partners, etc. as directed by the S&A Manager.
  • Coordinate, develop and support S&A Manager with trainings and workshops to build awareness and understanding of the role that S&A has in making GC activities more secure and operationally sound.
  • Identify, consolidate, and maintain a network of contacts from other safety and security teams and leadership at INGO, Ukrainian NGOs, UN.
  • Select, manage, and distribute S&A information resources in a range of formats; including social media (as approved by GC); translate information as necessary.
  • Classify, collate, catalogue and store information, for easy access, analysis, and retrieval.
  • Conduct information audits and develop and manage electronic resources using, for example, online databases and content management systems, identify new information resources / systems / databases and make recommendations based on staff needs.
  • Run effective enquiry and current awareness or ‘alerting’ services and develop communications strategies
  • Promote staff wellness, including mental health and psychosocial support programs offered by outside vendors, service providers and experts; provide user education via leaflets, websites and information, deliver services such as online resource training materials.

REQUIRED QUALIFICATIONS

  • Degree in Government, Political Science, International Relations, Strategic Studies, or related discipline.
  • At least 3 years’ experience in role as a security officer OR 3 years’ experience as a communications and reporting officer (training in safety and access can be provided by Global Communities).
  • Experience working on a USAID or other donor funded program preferred.
  • Proven knowledge of the Ukrainian humanitarian context; knowledge of the global humanitarian system and countries/regions experiencing conflict and multiple and frequent humanitarian crises.
  • Demonstrated ability to research, analyze, write and edit documents on tight deadline, of highest quality and in response to requests that come on short notice, and keen interest in a career that requires regular writing assignments.
  • Superior writing skills in English, Ukrainian, and Russian.
  • Excellent networking, interpersonal, communication, relationship-building and negotiation skills and an ability to cultivate and maintain a personal network of sources and contacts working in similar or related fields.
  • Demonstrated ability to work collaboratively with a diverse range of colleagues and to build trust that sensitive information will be handled with discretion.
  • Ability to respond to multiple priorities in a timely manner, delivering high-quality products in a high-pressure environment.
