Background

The Partnership Fund for a Resilient Ukraine (PFRU), implemented by Chemonics International, is a multi-year, multi-donor government-funded programme financed by the UK, US, Canada, Finland, Sweden and Switzerland. PFRU is managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine and provides support to strengthen the Ukrainian government’s resilience against Russian aggression in Ukraine and delivery essential support to Ukrainian government institutions, civil society and media.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, and to lead an inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence. Under the Civil Resistance (CR) component, PFRU seeks to enhance high levels of trust in the state by supporting it with assistance in front-line communities and newly liberated areas, in addition to providing support for CSOs and projects promoting mental well-being.

Objective

The Field Coordination Officer (FCO) will support the delivery of PFRU’s stakeholder management and coordination with regional and local authorities in the area of responsibility. This means working closely with local government and other authorities to design, plan and coordinate interventions in frontline communities and newly liberated areas.

The FCO will also support PFRU with humanitarian and stabilisation activities under the Early Recovery component. Specifically, the FCO will ensure enhanced, operationalised humanitarian and recovery coordination by Oblast Administrations, local authorities, service providers and CSOs in frontline communities and newly liberated areas, including oversight and monitoring of the delivery of PFRU funded interventions.

Specific Tasks

  • Support the development and implementation of PFRU activities in collaboration with the Oblast Administrations, local authorities and civil society counterparts.
  • Assist CR and other PFRU components to identify gaps at the regional and local level that can be filled by the selection and deployment of appropriate PFRU-funded interventions in support of identified regional administration and local authority priorities.
  • Support the local authorities to effectively coordinate assessments, planning and delivery on priorities with central government, local authorities (Hromadas) and national and international humanitarian agencies, NGOs, volunteers and private sector organisations.
  • Support PFRU Rapid Assessments of priorities of newly liberated areas and identify priorities which require a coordinated central and regional government and international agency response.
  • Conduct ongoing needs analysis through evaluation and integration of information from a variety of sources to assess resource requirements and impacts.
  • Conduct regular monitoring and analysis of the situation on the ground, providing feedback about program intended and unintended results and local data collection as requested
  • Other tasks as assigned by the supervisor and PFRU Component management

Profile

The Field Coordinator Officer will have the following qualifications and experience:

  • A university degree in public administration, social sciences, conflict or stabilization studies, international relations, or related fields.
  • A least 3 years’ experience in relevant fields such as local self-governance, regional or national government, emergency services or relief (police, fire or ambulance), health services, social services, refugee and IDP assistance, community engagement and organisation or related humanitarian, stabilization and recovery areas.
  • Experience working directly or in collaboration with central, regional or local government highly desired.
  • Knowledge of local actors and program stakeholders
  • Excellent and demonstrable coordination and problem-solving skills, including an understanding of approaches and techniques to rapidly implement appropriate solutions.
  • Demonstrated ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. in the context of war, natural disaster and human misery), showing persistence when faced with difficult problems or challenges and remaining calm in stressful situations.
  • Excellent communications skills including speaking and writing clearly and effectively in Ukrainian, and with at least a limited proficiency in English.
