DAI is seeking qualified candidates for the Advisory Services Expert (Medical) to join USAID Governance and Local Accountability (HOVERLA) Activity’s team.

Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:

1. Purpose | ||||||||||||||||
The overall goal of this assignment is to provide technical support to the HOVERLA procurement of medical equipment, in order to achieve projects’ objectives, ensuring high quality and accuracy of work.
2. Essential Duties and Responsibilities Under the direct supervision of the HOVERLA Regional Director the Advisory Services Expert will carry out the following activities: · The Expert will check the technical specifications prepared by the CTCs experts and will divide them for lots (if necessary), prepare technical specifications for medical equipment and agreed the technical specifications with Project procurement manager and responsible officer. · The Expert will provide confirmation of the neutrality of the prepared technical specifications (the products of at least three branded manufacturers must correspond to the technical specifications). · The Expert, upon the request of the evaluation committee, will provide comments / responses to the requests of the bidders regarding the technical aspects of the purchased equipment during the tendering and evaluation of the tenders. · The Expert will conduct an independent detailed technical assessment (with all necessary objective justifications for each proposal) of bids and provide his/her comments and recommendations. · The Expert will assist the evaluation committee in addressing technical issues raised in complaints of the bidders (if necessary). The Expert provides an independent assessment, while interacting with the CTCs experts and the HOVERLA procurement team, the Expert can take part in working meetings (online) in order to improve the efficiency of the tender procedure and achieve a better result. 3. DELIVERABLES: The timeframe and deliverables of the assignment are as follows:
*Payments are against deliverables, i.e. upon delivery of the services specified in this Terms of Reference. 4. Reporting: The Advisory Services Expert (Medical) STTA will work under HOVERLA Regional Director supervision. The Expert will provide reports upon the deliverable’s achievement. To ensure the delivery of the above tasks, the Expert will:
Qualifications: The Expert should possess the following qualifications, experience, and skills: 1. At least Specialist’s/Master’s in medical or medical engineering education (or other relevant studies); 2. The total work experience must be at least 10 years. The consultant technical assessment expertise of high-tech medical equipment of health care institutions would be an asset; 3. Previous experience in similar projects with tender based selection of suppliers of high-tech medical equipment with knowledge of the technical characteristics of medical equipment (who and which manufacturers); 4. Experience in projects involving international financial institutions would be an asset; 5. Fluency in Ukrainian is required. Fluency in English is advantage. |
