Position Title: Finance Assistant

Context:
Under the overall supervision of the Chief of Mission and the Senior Resource Management Officer and the direct supervision of the National Senior Finance Officer in collaboration with Resources Management team, the Finance Assistant will be responsible and accountable for providing the necessary support in matters of finance nature of the IOM Mission in Ukraine.
Core Functions / Responsibilities:
- Assist with the control and monitoring of the financial activities and resources of the IOM Mission in Ukraine.
- Prepare project budget utilizations according to IOM’s format to regularly update program staff with information relating to the assigned projects, oversee budget control process and analyse variances between budget and actual expenditures.
- Assist field offices and project staff throughout the project cycle to ensure compliance with IOM’s administrative/financial policies and procedures.
- Perform Document Matching and Accounting roles in OiPA and PRISM;
- Assist in verification of IP reports related to Protection Assistance.
- Prepare MPRs and coordinate the payments with Manila Treasure Support.
- Assist the National Finance Officer in preparing the Mission Funding Request.
- Ensure proper maintenance and completeness of financial documents; contact vendors when required. Maintain e-filing system for vouchers and supporting documents.
- Assist in preparing internal and program audits.
- Bring to the attention of the National Senior Finance Officer and/or related program staff any relevant financial and reporting issues.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- University Degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution with three years of relevant professional experience; or
- High School Degree/Certificate with five years of relevant professional experience.
Experience
- Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures is an advantage.
- Work experience with international humanitarian organizations, non‐government or government institutions/organization in a multi‐cultural setting is an advantage.
- Experience in Finance and/or Accounting, preferably with international organizations.
- Knowledge of International and Ukrainian Accounting Standards.
- Knowledge of IPSAS and SAP/PRISM a distinct advantage.
- High level of computer literacy, in particular, experience in computerized accounting systems and software. Good knowledge of MS Office specifically Excel.
Languages
Fluency in English and Ukrainian is required.
