DAI is seeking qualified candidates for full-time Local Finance Expert position in Rivne to join USAID Governance and Local Accountability (HOVERLA) Activity’s team.

Project Background
DAI Global LLC is implementing the U.S. Agency for International Development (USAID)-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv with project activities across Ukraine’s regions and communities. The HOVERLA Activity will build upon accomplishments and progress made to complete the necessary legal framework for decentralization and support Ukraine’s advance to self-reliant local governance. It supports the operation of newly consolidated communities, improves services delivered to citizens, and advances citizen engagement and confidence at all levels. HOVERLA has three primary objectives:
- Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective;
- Objective 2: Subnational government achieves greater self-reliance; and
- Objective 3: Citizen’s participation and influence is increased in local governance processes
To support these initiatives, DAI seeks qualified candidates to fulfill HOVERLA’s goals.
Position Overview
The Local Finance Expert will provide capacity development and consultative support to consolidated territorial communities (CTCs) of their respective Oblast in the field on municipal finance and municipal management aimed at assisting them to efficiently perform tasks and carry out new responsibilities they acquire during the course of reforms implementation.
Position Responsibilites
The Local Finance Expert will be responsible for, but not limited to, the following tasks:
- Provide consultations, organize training and other capacity development events for CTCs of respective Oblast on municipal finance and municipal management issues, which include but are not limited to budget planning and budget execution, procurement, strategic management, management of municipal revenues including local taxes, assets and communal property, and compliance with budget discipline and budget-related issues impacting CTCs.
- Deliver timely, detailed, and accurate updates on oblast-based activities that inform trip, activity, weekly, quarterly, annual, and final reports, the annual work plan, and other deliverables.
- Assist in the development and review of above deliverables as requested.
- Contribute to the HOVERLA’s policy analysis.
- Identify and contribute to success stories and good practices as required by USAID.
- Maintain regular contacts and good working relations with different stakeholders on the regional and local level.
- Provide technical input on oblast/rayon and CTC profiles.
- Assist the HOVERLA management in facilitating effective decision-making.
- Participate in regular meetings with the HOVERLA Kyiv team to discuss technical, administrative, and staffing issues.
- Oversee the field work done by the program and the grantees and ensure that lessons learned are cycled back into the program’s future work planning.
- Communicate and cooperate effectively with the colleagues in their respective regional office.
- Liaise closely and regularly with colleagues in the other regional offices to contribute towards overall coherence and coordination of work.
- Collect quality data for the Monitoring, Evaluation, and Learning plan for quarterly and annual indicators.
- Other activities as required by Regional Office Team Lead.
QUALIFICATIONS
- A bachelor’s degree in the field of economics, finance, public administration, or other relevant fields.
- At least 8 years of relevant and progressively responsible experience.
- Experience working and interacting with local authorities, private‐sector partners.
- Knowledge of decentralization reform, regional development, local self-government with an emphasis on local finance, budget planning and budget execution.
- Sound knowledge of public financial management, general principles of local budgets and taxation, tools for fostering local economic development.
- Outstanding working knowledge of ITC technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office).
- Fluency in Ukrainian language.
- Working knowledge in English language preferred.
- Work experience with USAID or other international organizations is an asset.
