What will you do in this position?
The Global Logistics Cluster (GLC) is part of the humanitarian architecture of the Inter-Agency Standing Committee (IASC), together with the other 10 Global Clusters. It is led by WFP, and it is about enhancing cooperation and partnerships in the logistics sector. The GLC works directly with its partners and stakeholders to coordinate the logistics response during a humanitarian crisis. Its partners and stakeholders include international NGOs, the Red Cross and Red Crescent Movement, other UN organizations, Governments, Academia and Donors. The GLC was formally endorsed by the Inter-Agency Standing Committee (IASC) on 15 December 2010. At the country level, the Cluster leadership is held by the WFP Country Director who is accountable to the Humanitarian Coordinator for its management. At the country level, the Logistics Cluster is activated whenever there is a need to strengthen the coordination of humanitarian partners who are challenged by logistics issues or constraints when responding to a humanitarian crisis. The objective of a country-level Logistics Sector Coordination mechanism is to ensure the implementation of full or part of the 6 core functions of the sectoral cluster approach (i) support service delivery (ii) inform HC/HCT’s strategic decision-making (iii) plan and implement cluster strategies (iv) monitor and evaluate performance (v) build national capacity in preparedness and contingency planning (vi) to support robust advocacy. To date, the Global Logistics Cluster is supporting 28 Governments in the implementation the cluster approach in the sector of logistics -including sudden-onset, protracted crisis and prone-to-disaster countries.

How can you make a difference?
• Contribute towards the development of logistics plans and processes ensuring compliance with requirements of the Global Logistics Cluster, and wider logistics policies and WFP standards.
• Support Logistics Cluster projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of services to beneficiaries.
• Collect and analyse data through research and networking with colleagues to recommend actions to the supervisor to improve the performance of local logistics operations.
Manage cooperating partners contracting activities including performance monitoring and measurement.
• Monitor inventory management processes to track trends and account for the inventory status.
• Conduct portions of financial analysis and budget reviews, drawing out insights and recommending actions to the supervisor to optimize the use of available funds.
• Guide support staff as well as cooperating partners, acting as a point of referral, and supporting them with analysis and queries.
• Collate data and contribute to the preparation of accurate and timely reporting, supporting a Logistics Cluster view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.
• Utilize and review Logistics Cluster Relief Item Tracking Application (RITA) system and ensure that entries are accurate and up to date.
• Support the capacity building of Logistics Cluster staff, WFP staff, and cooperating partners for efficient and effective delivery of services to the humanitarian community and ultimately meeting the needs of the beneficiaries (i.e. through contribution to the training materials).
• Support and build productive relationships with logistics colleagues, staff and partners within the area of assignment to support an integrated approach to Logistics assistance.
• Support logistics emergency preparedness and response activities including Logistics Capacity Assessment and Contingency Plan update, to support WFP’s response in emergencies.
• Liaise with commercial suppliers of transport, handling and warehousing to find the best prices and monitor contracts.

Education:
Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related fields, or First University degree with additional years of related work experience and/or training/courses.
Experience:
– At least one year of postgraduate professional experience in Logistics.
– Experience in commercial or humanitarian transportation sectors.
– Experience in monitoring and reporting on transport and freight market conditions and trends.
– Experience in dealing with shipments and clearing imports/exports with customs officials.
– Experience coordinating procurement and transportation processes with other units/ teams.
– Experience in the warehouse and commodity management.
– Experience working with corporate systems (databases, software).
Knowledge & Skills:
Problem-solving, client orientation, behavioural flexibility, initiative, attention to detail, good communication skills, teamwork, organizational and mission awareness, good interpersonal relations.
Languages: Ukrainian native language. Good working knowledge of English in both verbal and written communication.
