Program Summary

The Ukraine Cash Consortium (UCC) is a United States Agency for International Development (USAID)/Bureau for Humanitarian Assistance (BHA)-funded initiative that consists of three partner organizations (Mercy Corps, the Norwegian Refugee Council (NRC), and People in Need (PIN). The UCC’s objective is to respond to the humanitarian crisis in Ukraine by providing multi-purpose cash assistance to Internally Displaced Persons (IDPs) and Conflict Affected Persons (CAPs) in areas of Ukraine where markets remain functional. In areas of Ukraine where markets are heavily disrupted by conflict, IDPs and CAPs will be provided with direct-in-kind Food, and WASH and Shelter NFI assistance. All target groups will be provided with access to protection information. The UCC’s activities are designed to enable households to meet their basic needs and avoid protection concerns, as well as support local markets during the crisis.

General Position Summary

The Data Collection and Management Assistant will primarily support the data collection processes by both partners and the Mercy Corps team itself. This role will also include supporting the MEL functions of the program and the MEL team with relationships with partners, coordination with stakeholders, management of program staff, and implementation of mechanisms to track, analyze and report on program results. They will report directly to the Senior MEL Officer and work closely with the MEL Officers and other team members.

Essential Responsibilities

  • Support in managing data collection, consolidation, and analysis processes in coordination with program partners.
  • Support in the data collection of registration, verification and Post Distribution Monitoring (PDM) in addition to baseline and endline where necessary.
  • Support partners to follow sampling methodology.
  • Ensure that the supervisor and team are kept informed of completed assignments and progress.
  • Identify and report any issues that may arise while attempting to obtain valid data.
  • Support the work and strengthen the capacity of relevant partner staff and enumerators as part of this program.
  • Assist in the training of partners enumerators and Mercy Corps enumerators for data collection tools and technologies.
  • Assist in the development of a performance monitoring framework, design data collection tools and databases and data collection tools.
  • Support in ensuring that all data collection actively includes representation from all communities and groups relevant to the programming
  • Conduct regular progress monitoring of the activities and coaching on data collection, report of data analysis and draft of analytical reports.
  • Contribute to assessments, partners’ capacity strengthening, development of SOPs and distribution modalities.
  • Help ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.
  • Help ensure that beneficiaries are effectively targeted according to established vulnerability criteria.
  • Ensure program databases are kept up to date and that data is cleaned and accurate.
  • Prepare data for quarterly updates to inform adaptation, as well as internal and external reporting.

Minimum Qualification & Transferable Skills

Required

  • 1-2 years experiences of working in the Monitoring and Evaluation field, preferably in emergency programs involving cash transfer and/or in kind distribution.
  • 1-2 years experience of data collection, preferably in a humanitarian or research setting.
  • Experience using digital data collection platforms to collect data (for example Kobo, Ona, CommCare).
  • Experience in data cleaning and analysis.
  • Experience in training / coaching or teaching others.
  • Demonstrated attention to detail, computer skills, organization skills, and ability to follow procedures and meet deadlines
  • Ability to work both independently and cooperatively with team members and external stakeholders.
  • Proven ability to learn quickly; lead a program to achieve stated results and objectives.
  • Fluency in either Ukrainian and/ or Russian.

Preferred

  • BA/S or equivalent in relevant field required;
  • Demonstrated experience working with partner organizations, local stakeholders, national and international NGOs.
  • Experience administering participant registration, verification, Post Distribution Monitoring, baseline and or endling surveys.
  • Previous experience in operating in complex environments or emergencies.
  • Good understanding of the data collection cycle.
  • Effective verbal and written English skills.
