Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Russia’s aggression and the Ukraine reconstruction efforts. SACCI supports the Government of Ukraine in strengthening anti-corruption legislation, policies, and reform agenda. The SACCI project provides support to the different national stakeholders on anti-corruption issues, recovery, and asset seizure and recovery.

Position Summary:

The National Anti-Corruption Policy Advisor will assist with the performance of key anti-corruption, asset recovery, and recovery mandates with the SACCI Team of the following institutions: Asset Recovery and Management Agency or the ARMA Head selection commission, UA Task Force, National Agency on Civil Service, and Ministry of Communities, Territories, and Infrastructure Development of Ukraine (MCTID) and State Agency for Restoration and Infrastructure Development of Ukraine. This is an STTA position with the expected level of effort of up to 50 days.

Responsibilities:

  • Monitor draft laws, legal updates, and amendments to the anti-corruption legislation.
  • Brief SACCI management and other stakeholders about the activity of the Parliamentary Anti-Corruption Policy Committee and assist the Committee if needed.
  • Review, assess, and assist with relevant updates, legal and legislative initiatives, memos, analyses, etc. related to the Asset Recovery and Management Agency or the ARMA Head selection commission, UA Task Force, National Agency on Civil Service, Ministry of Communities, Territories and Infrastructure Development of Ukraine (MCTID) and State Agency for Restoration and Infrastructure Development of Ukraine.
  • Develop and/or provide assistance with drafting draft laws, analyses, memos, briefs, studies, etc. on reconstruction.
  • Contribute to stakeholder discussions, consultations, debriefs, etc. for international and national partners of the SACCI project and other stakeholders.
  • Perform additional tasks as assigned.

Qualifications:

  • Master’s degree in law, political science, public administration, or other relevant areas is required.
  • Minimum five years of experience working on the issues of anti-corruption legislation, policies, and reforms is required.
  • Experience of legislation drafting in Ukraine in anti-corruption or other relevant fields is preferred.
  • Experience in conducting analytical studies and writing quality analytical papers on relevant issues is preferred.
  • Knowledge of anti-corruption legislation and reforms in Ukraine is required.
  • Fluency in English and Ukrainian required.
