FOR THE CONSULTANCY CONTRACT OF: National Consultant for Veterans Reintegration Portfolio

  1. Duty Station of the Consultancy: Kyiv, Ukraine (Office-based)
  2. Duration of Consultancy: 20 March – 19 September 2023
  3. Nature of the consultancy: The Consultant will support the daily efforts of the Veterans Reintegration Portfolio in Transition and Recovery unit in the project implementation of war veterans, including those with disabilities, their family members, family members of fallen (deceased) defenders of Ukraine related programming. Specialization and focus decided based on project needs and as assigned by supervisor.
  4. Project Context and Scope:

Under the overall supervision of the Chief of Mission, Senior Programme Coordinator (Response, Recovery, Resilience) and the Programme Officer (TRD), and the direct supervision of the National Reintegration Consultant, the successful candidate will provide specialized support to the implementation of IOM Ukraine’s Livelihoods efforts focused primarily on veterans’ reintegration with assistance to other livelihoods activities within the RRR Unit.

  1. Organizational Department / Unit to which the Consultant is contributing: Response, Recovery, Resilience, Transition and Recovery Unit.
  2. Category A Consultants: RESPONSIBILITIES AND ACCOUNTABILITIES
  • Support the Senior Programme Coordinator (Response, Recovery, Resilience), the Programme Officer (TRD), and National Reintegration Consultantin the overall planning, implementation and monitoring of Veterans Reintegration Portfolio
  • Assist in the coordination of IOM’s Veterans Reintegration Portfolio efforts within the context of the relevant sectors.
  • Assist in liaise with partner NGOs as well as with relevant national and local working-level government contacts, as necessary, under the guidance of the National Reintegration Consultant.
  • Contribute to the contracting of partner NGOs and assist in the procurement of goods and services.
  • Provide information gathering and management support to Veterans Reintegration Portfolio
  • Track relevant national and local developments pertaining to Veterans Reintegration Portfolio, and analyse, summarize and present findings.
  • Assist in organizations in Veterans Reintegration Portfolio-related events (meetings, presentations, discussions, visits, etc.).
  • Provide inputs and recommend improvements to the planning and delivery of programme activities.
  • Undertake duty travel within Ukraine pertinent to Veterans Reintegration Portfolio programming on an as-needed basis.
  • Support the mapping of Veterans Reintegration Portfolio needs and beneficiaries.
  • Work together with in-house monitoring and evaluation team to devise and implement a monitoring system for Veterans Reintegration Portfolio
  • Prepare drafts (IOM internal, IOM external, UN-related, including 3W/4W and situation reporting), correspondence, publication and presentation materials.
  • Support the development and application of programme visibility and communications.
  • Coordinate the logistics and take part in organization of Emergency and Stabilization-related activities and events (meetings, presentations, discussions, visits, etc.).
  • Perform such other duties as may be assigned.
  1. Education, Experience and/or skills required

Education

  • School diploma with six years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
  • Experience throughout the project cycle is an asset, including project design, implementation, monitoring, evaluation, and reporting.
  • Experience of working in a UN agency or International NGO is an asset;
  • Experience of working with governmental authorities and NGOs.


Skills

  • Knowledge of veterans’ socioeconomic reintegration, livelihoods, recovery, and similar activities;
  • Knowledge of activity planning and implementation;
  • Ability to implement administrative and financial control procedures;
  • Proven drafting, writing, and reporting skills;
  • Confident user of the Microsoft Office Suite.

Languages:

  • Fluency in Ukrainian and English (oral and written)
