Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “Support to the Decentralisation Reform in Ukraine / U-LEAD with Europe” to fill the position:

Decentralization Advisor (full-time, remote mode with further duty station in Kherson)

(internal SAP code: Decentralization Advisor)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The current Russian invasion has caused injuries and loss of life, and the widespread damage to housing and critical civilian infrastructure, there has been huge displacement of people. This has demanded an immediate response in emergency relief, and created a massive recovery and reconstruction challenge, in which the EU and its Member States play major roles in partnership with Ukraine, including through U-LEAD with Europe. The effects of the war will be felt for many years to come, as municipalities have to undertake massive efforts to recover, reconstruct and regenerate their communities.

To strengthen local self-government also during wartimes, U-LEAD (Ukraine-Local Empowerment, Accountability and Development) with Europe is a programme which is conducted as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.

Key responsibilities:

  • Providing capacity development and consultative support to hromadas of the respective oblast in the field of municipal management aimed at assisting them to efficiently perform tasks and carry out new responsibilities they acquire in the course of the reforms’ implementation;
  • Contributing to policy analysis;
  • Ensuring good communication and information flow with all stakeholders (political and implementation partners and within the GIZ team) and supporting them;
  • Contributing to the planning, monitoring, evaluation reporting processes at U-LEAD Regional Office;
  • Provides consultations, organises trainings and other capacity development events for local self-government servants on municipal management issues with the focus on administrative services provision;
  • Participate in the internal Task Forces, contributes with inputs, materials, presentations on municipal management topics;
  • Coordinates the organisation of trainings and professional advice to hromadas by externally contracted experts according to GIZ values, standards and rules. Contributes to the quality assurance of the experts’ work;
  • Collects and analyses hromadas’ feedback on challenges they face as well as their needs in terms of amending policy and legislation in the field of the Policy Adviser’s expertise;
  • Participates and contributes to public discussions and policy dialogue events aimed at supporting reforms’ implementation, contributes to U-LEAD communication and visibility activities;
  • Participates and contributes to the strategic and operational planning, monitoring and reporting of U-LEAD.

Required qualifications and experience:

  • Bachelor’s Degree in the field of Economics, Finance, Public Administration or other relevant fields;
  • At least 2 years’ work experience in municipal management with the focus on administrative services provision and/or in public service, in local government bodies or in an NGO;
  • Proven track record of active involvement in the implementation of the decentralisation reform;
  • Deep knowledge of municipal management with the focus on administrative services provision;
  • Sound knowledge of public financial management is an asset;
  • Strong organizational and planning skills.
  • Team player with excellent communication skills, including public outreach;
  • Strategic thinking and problem-solving abilities;
  • High degree of self-organization;
  • Very good Ukrainian language skills. English or/and German is an asset.
  • Good computer skills (MS Office Suite, Excel, Powerpoint etc.).

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kherson but with remote mode.The contract duration is 1 year.
