Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption. SACCI supports the National Agency on Civil Service (NACS) and other stakeholders on the regulatory framework, trainings, and development of educational courses on corruption prevention and whistleblowers protection issues. Currently, SACCI also provides capacity-building support to the National School of Judges of Ukraine and the Prosecutor`s Training Center of Ukraine.

Position Summary:

The National Anti-Corruption Policy and Whistleblower Protection Expert will provide assistance with drafting legislation, develop courses/trainings, analyses, memos, briefs, studies, conduct offline/online trainings, provide advice and recommendations during the drafting/developing processes, and support the process of consideration and approval of the documents by stakeholders. The National Anti-Corruption Policy and Whistleblower Protection Expert will also provide capacity-building support and technical assistance in piloting two specialized training courses on whistleblower protection and anti-corruption, one for judges and prosecutors and another for civil servants and representatives of state government bodies. This is an STTA position with the expected level of effort of up to 120 days.

Responsibilities:

  • Draft legal documents and legal opinions, provide overviews of national and international best practices as well as ad-hoc legal advice on anti-corruption topic to national stakeholders.
  • Contribute to stakeholder discussions, consultations, working groups, and advocacy campaigns in support of the draft laws and/or regulations on corruption prevention.
  • Participate in events organized by national stakeholders and/or SACCI.
  • Conduct brief research and analysis of the relevant NACS, law enforcement bodies and national courts’ practices to develop the online/offline courses/trainings, if necessary.
  • Participate in reviewing/peer-reviewing the courses’ materials and handouts for the judges, prosecutors, authorized persons, other public officials, and representatives of the self-government bodies such as PowerPoint presentations, scenario/scripts for video materials, legislative extracts, infographics, schemes, charts, checklists, algorithms, instructions for practical assignments, cases for discussion, facilitator notes, tests, and other necessary materials.
  • Participate as a trainer in the course’s pilot delivery for judges, prosecutors, authorized persons, other public officials, representatives of the self-government bodies and provide analysis of the feedback from the courses’ piloting and incorporation of this feedback into the courses’ finalized versions.
  • Develop materials and conduct the trainings of trainers (ToT) and participate in converting the courses to the online format, if necessary.
  • Provide regular updates to the SACCI leadership on the implementation progress of the assigned tasks.
  • Provide other advisory support for SACCI activities in the areas of the Experts’ competence upon Expert’s consent and agreement with the SACCI project.

Qualifications:

  • Master’s degree in law, political science, public administration, or other relevant areas is required.
  • Minimum three years of working experience on the issues of anti-corruption legislation, policies and reforms, or other relevant fields is required.
  • Minimum three years of working experience as a trainer, including the delivery of trainings, capacity-building events, and interactive sessions, on the issues of anti-corruption legislation/policies and reform is required.
  • Experience in developing training courses, materials, guidelines, manuals, and other related educational materials, including samples to be requested at the interview stage, is required.
  • Experience in conducting analytical studies, legal opinions/analyses, and writing analytical papers on relevant issues is required.
  • Knowledge of anti-corruption legislation and reforms in Ukraine is required.
  • Experience in whistleblower protection and awareness of international standards and best practices on whistleblowing is preferred.
  • Experience of working in the anti-corruption body or NGO is preferred.
  • Fluency in Ukrainian and English is required.
