Position Title: Field Coordination Specialist (DTM)

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade G6

Type of Appointment: Fixed-term, one year with possibility of extension

Context:

Almost eight years after the onset of the crisis in eastern Ukraine, the level of intensity across the entirety of country has escalated. Since significant escalation in violence in February 2022, damages are now spread country-wide, while internal displacement has reached approximately 5.35 million. This is likely to increase as fighting continues to intensify, including targeting of civilian and residential infrastructure. New waves of displacement and the deteriorating living conditions of the most vulnerable will continue to exacerbate in the current context requiring urgent support in the assessment and reporting of displacement and multi-sectoral conditions across the country.

In this context, the IOM Ukraine’s Displacement Tracking Matrix (DTM) is looking for  Field Coordination Specialists for Lviv and Kyiv hubs. Under the direct supervision of the  Programme Manager (DTM), and the overall supervision of the  Programme Manager (IM&MEL), the successful candidate will be in charge of addressing and responding to information management needs within the framework of supporting displaced and vulnerable persons affected by communal conflict and violence. S/he will support DTM in the creation, deployment, implementation and dissemination of data processes for a large range of data collection activities.

Core Functions / Responsibilities:

  1. Support DTM Manager in planning, coordination and monitoring DTM operations across area of operation;
  2. Initiate hub-level coordination with program teams to ensure clear communication and field operations in the area of operation;
  3. Coordinate permission seeking with the authorities and other relevant entities to facilitate DTM activities;
  4. Contribute to the conceptualization, review and finalization of tools for data collection.
  5. Implement DTM data collection activities, including the collection of the statistical information from local authorities and other identified community focal points;
  6. Supervise and evaluate work of enumerator teams and data collection IPs in the field as needed;
  7. Undertake duty travel pertinent to the DTM activities;
  8. Inform DTM Manager about evolving movements, trends and humanitarian needs and make relevant recommendations to ensure the information collected is useful and relevant to all stakeholders;
  9. Report to DTM Manager on implementation status, including the progress, irregularities and shortfalls;
  10. Participate in the development, training and overseeing of enumerator field tasks in accordance with DTM data protection principles;
  11. Perform such other duties as they might be assigned.

Required Qualifications and Experience

Education

  • High school degree or equivalent with six years of relevant working experience.

OR

  • Bachelor’s Degree from an accredited academic institution in Social Science, Geography, IT, Computer Science, or other relevant field with at least four years of relevant work experience.

Experience

  • Experience working in or liaising with public administration institutions, including at local level, is an advantage
  • Experience in data collection or other types of information management work, preferably in natural disaster or conflict situations is a distinct advantage;
  • Experience in managing field operations and/or supervising staff remotely is welcome
  • Experience with International Organizations, INGO is an advantage;

Languages

Fluency in English and Ukrainian is required.
