ESTIMATED PERIOD OF PERFORMANCE/LEVEL OF EFFORT: Long-term
BACKGROUND: The USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern and southern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of russia’s aggression, and the consequences of the ongoing war through increased citizen participation, improved service delivery and more responsive governance. DG East works to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and to (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. DG East provides opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives. DG East activities are implemented across four regional portfolios and two physical office locations in Kyiv and Staryi Sambir.
JOB SUMMARY: This position is tasked with building and maintaining partnerships and strong working relationships with National/Oblast/Rayon/City/Hromada’s level government partners, to provide tools and determine resources for local administrations in DG East target locations to increase efficiency of organizational operation and service delivery in priority service delivery sectors, as well as help to increase citizen confidence and engagement in the reform and community improvement process at the local level.
REPORTING: This position reports to the Chief of Party
PRINCIPLE DUTIES & RESPONSIBILITIES:
- Serve as DG East liaison with national and regional government partners and as a senior advisor on governance matters to include service delivery.
- Oversee and guide DG East governance portfolio across regional offices, serving as a senior advisor and subject-matter expert.
- Develop and conduct assessments to identify local government administrations seeking to improve service delivery that will benefit from DG East activities, including in newly liberated areas.
- Work closely with activity implementation managers, regional directors, activities pool director, DCOP and COP to DCOP and Portfolio initiate and implement governance and select strategic activities.
- Assist Activity Implementation Managers (AIMs) in all portfolio offices to prioritize governance activities, review/develop scopes of work, suggest potential local and international resources to mobilize, and lay out implementation process. Conduct meetings with government representatives on National and Local levels (both elected and unelected), develop recommendations, and draft summary reports.
- Adapt and integrate Organizational Performance Improvement and Human and Institutional Capacity Development (OPI/HICD) tools into activity implementation and assistance to local administrations, local councils, and civil society organizations, as appropriate.
- Coordinate the delivery of short-term capacity building technical assistance, including oversight for consultants, in areas including but not limited to transparent procurement procedures, public hearings, use of e‐governance tools, one-stop shop, customer-oriented reception infrastructural solutions, strategic planning, municipal budgeting, and infrastructure improvements to public services.
- Develop and roll-out replicable models for improved service delivery by local governments.
- Work closely with other specialists, including the Capacity Building Specialist, to identify capacity building and professional development needs of local government officials, specialists of service provision agencies in DG East target sectors, to develop plans and implementation strategies for study visits, training, sessions, conferences, workshops, and other capacity building initiatives, including selecting sites and program agendas.
- Draft reports and inputs, including success stories and other updated to USAID.
- Perform other tasks, as assigned by the supervisor or designee, as appropriate.
SUPERVISORY RESPONSIBILITIES: No supervisory responsibilities.
DUTY STATION: Kyiv, with a possibility of remote work from within Ukraine during war depending on security situation.
TRAVEL REQUIREMENTS: Ability to travel throughout Ukraine when requested is required.
QUALIFICATIONS:
- Bachelor’s Degree in public administration, public policy, or other relevant field.
- 8-10 years of experience developing, implementing, and consulting on governance, and capacity building efforts for the public sector.
- Familiarity with organizational capacity frameworks tools and resources required, such as Human and Institutional Capacity Building, Organizational Performance Improvement, etc.
- Knowledge of adult learning principles and their application.
- Experience working with government entities, including in advisory capacity strongly preferred.
- Facilitation and materials development experience.
- Ability to work in a multinational, multicultural environment.
- Excellent interpersonal and communication skills, and time management.
- Computer literacy: MS windows applications (word processing, excel, spreadsheets, etc.).
- Fluent in Ukrainian, and proficient in English language.
