Veteran Reintegration is a two-part program that fills critical gaps in data and information on veterans and incorporates this data into tailored activities to improve the quality of and access to veteran services and promote veteran integration into the workforce.

The Program Manager will work under the supervision of the Program Director and will be responsible for day-to-day delivery of assigned tasks and components within the Veteran Reintegration project in accordance with the approved workplan. He/she will work closely with partners and sub-grantees, attend and monitor training activities in the regions, and hire consultants and subcontractors as needed. Program Manager will be responsible for providing oversight on implementation of activities by program grantees and subcontractors as well as for procurement of services in accordance with IREX policies. The position is based in Kyiv with extensive travel to target regions within Ukraine.

Your Background & Skills

  • Bachelor’s Degree in international development, public administration, management, political science, communications, and/or another relevant field is preferred, Master’s degree preferred;
  • Minimum 7+ years of progressive job experience. or a master’s degree and 6 years of experience.
  • Over two years of experience working for donor-funded programs in Ukraine;
  • Experience in community engagement, organizing public events and implementing information campaigns;
  • Familiarity with political, economic, social, and conflict issues in Ukraine;
  • Demonstrated success in maintaining excellent collaborations with partner organizations, and ability to establish productive relationships with government officials, opinion leaders and media at national and local levels;
  • Demonstrated ability to facilitate dialogue and work constructively with a diverse range of actors and to accommodate divergent interests and agendas in a multi-cultural environment, including helping vulnerable populations;
  • Experience of working on veteran reintegration or veteran support projects is preferred; excellent understanding of veteran support system in Ukraine;
  • Proven leadership in the design, management, implementation, monitoring and evaluation of similar programs;
  • Excellent cross-cultural communications skills, including ability to make public presentations and/or lead trainings;
  • Awareness on gender equality and inclusion approach
  • Experience in drafting request for proposals, and grants management and oversight;
  • Excellent interpersonal, organizational, and representational skills;
  • Strong command of spoken/written English and fluency in Ukrainian;
  • Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines;
  • Able to work independently and as a team member with the ability to take initiative, problem-solve, meet deadlines, and be flexible;
  • Ability to travel (pending security situation);
  • It is preferred for the candidate to be based in Kyiv; and
  • Must demonstrate valid proof of unrestricted authorization to work in Ukraine.

Your Daily Tasks

  • Support Program Director by providing technical and administrative leadership for assigned components within the project to ensure that objectives and targets are achieved;
  • Accountable for overall technical quality and impact of the project;
  • Oversee, monitor and administer day-to-day management of the program activities;
  • Responsible for the contributing, creating, and guiding the work associated with key project outputs; to include, but not limited to, gathering, drafting, and creating workflow plans, budgets, internal/external reports, success stories, presentations, and other documents, deliverables, and instructions related to program activities, as identified;
  • Oversees the development of written communications by drafting, approving, and sending correspondence;
  • Ensure effective monitoring, evaluation and reporting of program activities implemented by program grantees;
  • Supply technical assistance in areas of expertise; and
  • Track and analyze work-plan activity progress toward project objectives and/or track and analyze project indicator data.
  • In partnership with project and practice leadership, facilitates key stakeholders’ relationships in country;
  • Represents IREX to external stakeholders by speaking about project and its initiatives;
  • Regularly shares relevant information in support of organization-wide collaboration;
  • Supports the development of written communications by drafting, approving, and sending correspondence and manages shareholder relationships with the guidance and/or approval of program management;
  • Interact regularly with civil society and media groups, opinion leaders, government officials, members of the international community and other program stakeholders;
  • Develop and maintain effective collaborations with program partners; and
  • Maintain effective relations and coordination between sub-grantees.
  • Leads and coordinates the renewal process for the project;
  • Supports one or more areas of the proposal development process; to include, but not limited to proposal strategy, writing, and/or review;
  • Supports and coordinates country partner outreach; gathers market intelligence specific to country of responsibility; and
  • Represent IREX and support its organizational development.
  • Responsible for financial management of a specific project(s);
  • Ensures compliance with policies, provide leadership and training;
  • May be accountable for the compliance and financial integrity of a given project(s) at the Project Director level;
  • Responsible for the approval but may not be the required signature; and
  • Provide oversight on the hiring of consultant and subcontractors, as well as the procurement of services in accordance with IREX policies, as needed.
  • Ensures team can articulate how project and program work aligns with project and practices area goals and objectives;
  • Delegates relevant work and provide clear and measurable guidance;
  • Proactively seeks feedback from team members and use information to make informed, relevant decision for project(s);
  • Partners with team members to co-create solutions, solve problems, and devise actions;
  • Seeks opportunities to encourage team members, to create more efficient processes and workflows that improve overall program or project;
  • Takes ownership of the decisions and actions;
  • Supervises and mentors Program Officers, Coordinators, and Specialist who direct the work of others; and
  • Other duties as assigned.
