The five-year USAID/Ukraine Public Health System Recovery and Resilience Activity aims to strengthen the public health capacities, standards, outreach services, and access to essential health care services during crises such as COVID-19 and other health-related challenges, as part of supporting Ukraine’s pathway to self-reliance.

Position Purpose

Pact seeks a Senior Mental Health Advisor who will provide technical leadership and oversight on the implementation of project approaches and activities aimed at increasing access to mental health and psychosocial support (MHPSS) services for war-impacted populations.  The Senior Mental Health Advisor will spearhead the formulation and delivery of PHS R&R’s technical assistance and capacity development support to the Government of Ukraine and local partners to strengthen national-level capacity and coordination for MHPSS; increase the capacity of the MHPSS workforce; scale-up community-based MHPSS services using evidence-informed interventions; and improve community knowledge, awareness, and demand for MHPSS.  S/he will collaborate closely with key stakeholders and partners to ensure the implementation of a coordinated, high-quality MHPSS program contextualized to the Ukraine context and aligned with international standards and best practices for MHPSS. The Senior Mental Health Advisor will report to the PHS R&R Chief of Party.

Essential Duties and Responsibilities

Senior Mental Health Advisor will be responsible for, but not limited to, the following tasks:

  • Lead the planning, implementation, monitoring, and reporting of PHS R&R’s mental health programming and activities, ensuring achievement of expected results and high-quality deliverables per the approved workplan.
  • Ensure coordination of MHPSS support and activities with national and international partners including the Ministry of Health, the First Lady Office Mental Health Initiative, Centre for Public Health, WHO, and other institutions as relevant.
  • Oversee and coordinate the work of PHS R&R’s Mental Health Unit from national to community levels, ensuring alignment and adherence to technical strategies, guidelines, and performance standards, and joint development of solutions to implementation challenges.
  • Provide technical expertise in developing and iterating sustainable, locally-led public health approaches for addressing varying mental health issues among different vulnerable populations.
  • Work with the PHS R&R’s Mental Health Unit to ensure that interventions are technically sound, evidence-informed, and in line with international standards and best practices in MHPSS.
  • Provide technical guidance, coordination, and capacity development to international/regional/local implementing partners for MHPSS and play a key role in assessing partner performance and results.
  • Develop/adapt MHPSS guidelines, tools, and other materials as necessary, and promote learning on MHPSS within the project and among key stakeholders and partners.
  • Work with the project’s M&E unit to analyze data on mental health and mental health activities to inform and continuously improve the delivery of MHPSS interventions.
  • Ensure that MHPSS activities are well-integrated and mainstreamed within overall project scope of work.
  • Contribute to the development of annual project workplans and reports to donor.
  • Perform other duties, as assigned.

Minimum Requirements

Education and Experience

  • Master’s or doctoral degree in mental health, clinical psychology, psychiatry, or another relevant field.
  • At least 8 years of relevant and progressively responsible, including managerial, experience in MHPSS planning, training, and service delivery at the individual and population/programming levels.
  • Experience working and interacting with government authorities, international partners, health facilities and service providers, civil society organizations, and donor agencies.
  • Experience working with vulnerable and marginalized populations, including traumatized individuals.
  • Fluency in English and Ukrainian.

Preferred qualifications

  • Work experience with an international organization and/or donor-funded development project, with USAID as a donor in particular.
  • Membership in relevant mental health-focused professional associations.
  • Strong inter-personal skills and ability to work collaboratively on a wide range of issues.
  • Strong communications, writing (including editing) and presentation skills.
  • Pro-active, intuitive, fast thinking, flexible, and able to work with minimal supervision.
  • Excellent organisational skills and ability to manage a complex workload and deadlines.
