The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.
The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.
In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.
The ICRC is looking for an enthusiastic and motivated person to fill the position of Water & Habitat Engineer 2 in its delegation in Kyiv.
Purpose:
The position will work with UA Water & Habitat (WatHab) ‘Urban Resilience’ team and other ICRC staff to develop, implement and co-ordinate ICRC engineering activities focusing on complex humanitarian projects in the water and energy sectors in Ukraine.
- Internally, the position will provide technical expertise, coaching and support to field teams in implementation of complex urban infrastructure projects, and help develop and implement the Ukraine WatHab Urban Resilience strategy.
- Externally, the position will support external networking and coordination with key stakeholders on national and local levels (e.g. ministries, utilities, administrations, water and energy industry organisations and experts).
Based in Kyiy, the position will require regular travel and work in other sub-delegations (Kyiv North, Dnipro, Odesa, Poltava) and other work sites across Ukraine (up to 50% of time outside of Kyiv).
Functional Responsibilities:
- Focal point for external coordination for critical infrastructure projects with relevant stakeholders;
- Technical advice, support and coaching to WatHab teams in specialist fields (water & sanitation and/or energy);
- Monitors, assesses and evaluates humanitarian needs and trends related to critical infrastructure and essential services impacted by conduct of hostilities through local environmental scanning, assessments and surveys;
- Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary;

- Supervises small numbers of contractors and/or consultants working on project sites or studies, and conducts quality control of works provided by the ICRC;
- Creates project files in ICRC electronic databases and keeps them up to date.
- Prepares implementation/progress reports;
- Manages project purchasing on labour and materials according to the delegation’s financial rules;
- Administers hand-over of ICRC-provided infrastructure to end-users;
- Organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC;
- Collaborates with Logistics and Finance Departments on procurement of goods and services and financial assistance;
- Provides information to their supervisor and project colleagues on stakeholder, context and security issues.
Required Qualifications and Skills:
- Ukrainian citizenship;
- University degree in civil, environmental, electrical or mechanical engineering or similar;
- Additional vocational training in water supply, sanitation, electrical, energy and heating systems or any related technical field an asset;
- At least 5 years’ professional experience in a related field of activity;
- Good knowledge of spoken and written English, Ukrainian and Russian;
- Good knowledge and experience of local water, sanitation and/or energy sectors;
- Good computer literacy, and proficient with engineering / technical software
- Good project management and analytical skills;
- Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
