Project Summary:

The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance to corruption. SACCI works with the wide spectrum of anti-corruption stakeholders, including the specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. SACCI seeks to promote transparency and accountability during the time of the Russia’s aggression and the Ukraine reconstruction efforts. SACCI supports the Agency for Reconstruction and Development of Infrastructure of Ukraine (Recovery Agency) in creating an effective system for preventing corruption in reconstruction processes to ensure transparency and accountability.

Position Summary:

The Organizational Development and Human Capital Expert will support the State Agency for Restoration and Development of Infrastructure of Ukraine. The Recovery Agency aims to provide anti-corruption supervision during the planning and implementation of reconstruction activities to eliminate potential corruption risks, enabling the quality of restoration for its final beneficiaries. The Expert will contribute to developing the Recovery Agency and its territorial branches by building organizational capacity, reducing corruption risks in personnel recruitment, organizational structure, and report systems, and ensuring organizational sustainability over a long-term period. This is a short-term position with an expected level of effort of up to 150 working days.

Responsibilities:

  • Conduct an internal audit of the Agency’s human resources capacity, its organizational structure, and the HR management function.
  • Develop a Strategy for the Agency’s Organizational Development.
  • Develop HR Management Strategy for the Agency.
  • Assist in the implementation of the concept for the HR function, including building the HR management model and putting a new HR management system in place.
  • Develop results-based management policy and Key Performance Indicators (KPIs) for the Agency’s personnel.
  • Assist in the implementation of a results-based management policy.
  • Develop motivation and bonuses awarding system.
  • Provide support in the implementation of the motivation and bonuses awarding system, including the development of the Bonus Awarding Policy Regulation.
  • Draft a code of professional ethics for the Agency’s employees.
  • Develop a professional and leadership competency model and framework.
  • Develop job profiles, recruitment policies and procedures, and respective internal regulations.
  • Develop a system for professional growth, including individual training and professional development plans based on a professional proficiency model.
  • Develop and implement professional a development program for the Agency’s stewardship.
  • Develop internal processes and knowledge database and help in its implementation.

Qualifications:

  • Bachelor’s degree in human resources management or related fields is required. Master’s degree is preferred.
  • Minimum five years of professional experience in organizational development is required.
  • Possession of International human resources management certification is preferred.
  • Experience working and collaborating with stakeholders, including government and civil society is required.
  • Fluency in written and oral Ukrainian required. Fluency in English preferred.
