Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The intensity of the armed violence in Ukraine is having a severe humanitarian impact on the population. The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighbouring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to Office of Coordination and Humanitarian Affairs (OCHA) reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.

IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies.

Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Support Officer (NFI Reporting), the successful incumbent will support to develop and provide good quality of data and information manageemtn of NFI and Common Pipeline program in Ukraine.

Core Functions / Responsibilities:

  1. Support in the management of NFI/ Common Pipeline data through numerous databases, portals and systems.
  2. Maintain, enter, and render data in tabular tools, internal databases and external reporting systems as required, while contributing to the development of improved systems interlinking IOM’s supply chain, warehousing, NFI and Common Pipeline data.
  3. Support the integration of IASC’s cross cutting issues (e.g. Gender, Protection, GBV risk mitigation, Environment) in the developed tools and in all key information products.
  4. In coordination with relevant colleagues, provide quantitative data and analytics to colleagues, partners, donors and Clusters, on both a regular and ad hoc basis.
  5. Identifie errors, gaps and needs in programmatic data and data management systems, and contribute to solving these problems in coordination with relevant colleagues.
  6. Assist field/ assessment teams as required with data collection and validation, including on-site fieldwork, data cleaning, and technical support to team members.
  7. Uphold the highest standards of data protection at all times, ensuring beneficiary information is protected across all systems and data collection methodologies employed by the unit.
  8. Participate in/ contributes to trainings/ workshops/ sessions covering information management, data protection, reporting and/or humanitarian action as requested by supervisory staff.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelors degree in Computer Science, Geographic Information Systems, Mathematics, Statistics, Software Engineering, or relevant area with minimum of three years relevant professional experience; or
  • High School diploma or certificate with five years of professional work experience.

Experience

  • Experience working in post-conflict/emergency zones and in high-risk environments
  • Experience in data collection and protection in a humanitarian emergency context
  • Experience in humanitarian or emergency contexts or related fields (operational field experience a must, emergency experience preferred)
  • Experience in NFI and Common Pipeline programming in emergency humanitarian response is a distinct advantage
  • Experience in project implementation and management including project monitoring, distribution, field assessment, monitoring and reporting advantageous
  • Experience with data visualization tools such as PowerBI, Tableau, and/or Adobe Creative suite
  • Good coordination and communication skills,
  • Excellent analytical skills;
  • Excellent interpersonal skills and ability to work effectively and harmoniously in a team with varied cultural and professional backgrounds
  • Knowledge in digital applications for data management and collection, such as Microsoft Excel, KoBo Toolbox, Survey123, Survey Monkey, Microsoft Forms, Google Forms
  • Fluency with basic office tools and interfaces (ie, Microsoft Office, Outlook, MS Teams)
  • Excellent attention to detail required

Languages

English and Ukrainian is required

Fluency in Russian is desirable.
