The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of Economic Security Field Officer (Team Leader) in its sub-delegation/ delegation in Dnipro.

Purpose: 

Economic Security Field Officer (Team leader) plans, implements and monitors the ICRC’s economic security (EcoSec) programmes in line with the country’s strategy.

Functional Responsibilities:

Working under the technical supervision of Economic Security (EcoSec) Delegate in Dnipro and with support from Economic Security Coordinator (and/or Deputy Coordinator), has most of the following responsibilities:

  • Designs or adjusts data-collection tools. Collects data using data-collection tools and devices.
  • Supervises, coaches, guides, and support the staff under him and the whole EcoSec team and with the guidance of the EcoSec Delegate and Head of Structure.
  • Performs mid-level qualitative and quantitative data analysis. Describes results and produces data visualizations.
  • Analyses data collected using the household economy approach to identify economic security gaps and develop scenarios.
  • Interprets market information and uses it to determine response options.
  • Designs and implements a typical Economic Security programme (e.g. Relief Distribution – Food and EHI, Cash and Voucher Assistance, MEI programmes, Ukrainian Red Cross Society Capacity Building) and can explain them.
  • Based on an analysis of EcoSec core components identifies response options and assesses whether cash or in-kind aid is more appropriate and feasible.
  • Integrates best practice in terms of accountability to beneficiaries throughout the programme-cycle design.
  • Ensures that proper methods, planning, implementation, logistics and reporting are used during aid distribution and can explain them.
  • Ensures that monitoring and evaluation is carried out. Contributes to internal reporting.
  • Contributes to analysing the security, socioeconomic, cultural and political environment as it relates to the ICRC.
  • Takes part in expanding or strengthening the delegation’s network of contacts among the population, the local authorities and/or other stakeholders.
  • Contributes to organizing and delivering capacity-building activities.

Required Qualifications and Skills:

  • Ukrainian citizenship;
  • University degree in economics, anthropology, agronomy, veterinary science, nutrition, public health or considerable experience in the humanitarian field. Masters or programme management certificate are an advantage;
  • Very good command of English;
  • Computer proficiency, good command of EcoSec specialised software, specific databases and tools (EPMT, mobile data collection, programme database, etc.);
  • Ideally 5 years overall professional experience, including 3 years’ experience in a similar field of activity, preferably with a confirmed programme management role in several of above-mentioned sub-programmes.
