Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “Support to the Decentralisation Reform in Ukraine / U-LEAD with Europe” to fill the position:

Deputy Head of Regional Operations Unit (full-time, Kyiv or any other oblast center under GCA)

(internal SAP code: Project Manager)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The current Russian invasion has caused injuries and loss of life, and the widespread damage to housing and critical civilian infrastructure, there has been huge displacement of people. This has demanded an immediate response in emergency relief, and created a massive recovery and reconstruction challenge, in which the EU and its Member States play major roles in partnership with Ukraine, including through U-LEAD with Europe. The effects of the war will be felt for many years to come, as municipalities have to undertake massive efforts to recover, reconstruct and regenerate their communities.

To strengthen local self-government also during wartimes, U-LEAD (Ukraine-Local Empowerment, Accountability and Development) with Europe is a programme which is conducted as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.

Key responsibilities:

  • Guiding and ensuring the sound strategic, operational, managerial, monitoring and reporting processes of the Regional Offices (RO) which are under the supervision of the position holder;
  • Ensuring the application of GIZ standards and rules in all processes within the ROs under the supervision;
  • Ensuring a good communication and information flow with all stakeholders (ROs, institutions, political partners, implementation partners and within the GIZ team) and supporting them;
  • Manages staff including also Heads of 6 Regional Offices (RO) under the supervision of the position holder: Dnipropetrovsk RO, Zaporizhzhia RO, Kirovograd RO, Mykolayiv RO, Kherson RO, Odesa RO;
  • Supports supervized Heads of Regional Offices in the RO staff related leadership decisions, which include recruitment, dismissal, MAG, onboarding of new staff, development of individual team members, resolution of arising conflicts;
  • Supports Regional Offices and task forces managed by the staff of ROs under supervision in operations planning, implementation and reporting processes, ensures quality of monthly activity planning and its implementation;
  • Provides professional and managerial advice according to GIZ values, standards and rules to the Ros;
  • Supports Heads of Regional Offices in ensuring the application of GIZ standards and rules in all procedures (procurement, contracts, financial management, communications and visibility, integrity, monitoring, reporting, HR, filing of documents in DMS, U-DATA, PR & Communication, etc.);
  • Ensures result-oriented monitoring, evaluation and reporting in the Regional Offices under the supervision;
  • Communicates and cooperates effectively with the colleagues in the Regional Offices, the U-LEAD team, other GIZ projects, other stakeholders in Ukraine;
  • Supports international and local short-term experts during visits/missions to the ROs, provides short reports;
  • Supports communication and visibility activities of U-LEAD with Europe;
  • Represents the Programme to all relevant stakeholders according to the GIZ and U-LEAD Rules of communication. Participates at the meetings on behalf of the Programme;
  • Communicates and reports regularly to the Head of Unit.

Required qualifications and experience:

  • Master’s degree in the fields Business Administration, Public Administration or other relevant fields;
  • At least 3 years of managing and coordinating teams;
  • Experience in the area of project management and international assistance projects;
  • Experience in administration at municipal or regional level is an asset;
  • Strong leadership skills;
  • Excellent project management skills;
  • Strong communication, cooperation and negotiation skills;
  • Sound knowledge of decentralisation reform;
  • Dedicated to perform as a member of the U-LEAD team;
  • Willingness to enhance own skills as required by the dynamics of tasks to be performed;
  • Good knowledge of MS-Office;
  • Very good language skills in English and Ukrainian. German is an asset;
  • Availability for frequent travel within the assigned area.

Employment conditions:
