Public health advisor with a solid background in management
1. Aim of the job
• To lead, manage and coordinate 2 objectives within the ‘Public Health System Recovery and Resilience Project, Ukraine’, that is led by Pact, funded by USAID and where Swiss TPH is a sub-awardee. The 2 objectives relate to i) enhancing surveillance and (ii) strengthening public health capacity to respond to emergencies.
• To provide technical advice and guidance to strengthen regional management and coordination of data driven public health responses to health threats, including disease outbreaks, in Ukraine.
2. Main Tasks: Project Management
– To lead the public health inputs from the Swiss TPH team to the project managerially in particular, project planning, implementation and budget execution
– To ensure relationships with local partner institutions, including Ministry of Health, Centre for Public Health are smoothly handled at national and especially regional level in coordination with Pact
– To flexibly handle the role of reporting to Pact overall, while also being responsible to Swiss TPH
– To manage and leverage the skills of the local Swiss TPH project team and to supervise their activities
– To harmonise project activities related to the public health objectives with the activities of other consortium members of the project (on mental health, risk communications etc.)
– To have local responsibility for the security communication tree and rapid decision-making
– To communicate, coordinate and collaborate with other key stakeholders working in similar fields to this project
– To ensure timely implementation of deliverables, keeping Swiss TPH HQ fully informed in case of risks and agreeing mitigating strategies in a flexible manner
– Coordinates and is responsible for timely feedback on local developments in the project to the Swiss TPH team in Basel Switzerland and vice versa
– Is responsible for all administrative issues and provides guidance and support to the Swiss TPH Administrative and Financial office in the project
– Responsible for monthly technical summary reports with the Swiss TPH lead in HQ
– Ensures quality assurance for all financial accounting to Swiss TPH Basel
3. Formal minimum requirements of the position
– Minimum of 5 years of managing internationally funded projects in a leadership role
– Graduate in health sciences: medicine, nursing, midwifery or pharmacy.
– Post-graduate qualification in public health, epidemiology, community medicine or health services management
– Strong English skills
4. Project Management Skills
– Demonstrated understanding of project cycle management
– Ability to multi-task and work with diverse teams
– Able to take well-informed decisions
– Strong communicator
– Ability to establish priorities and delegate, while keeping accountable oversight
– Solid understanding of managing budget allocation and budget management;
5. Public Health Experience
– At least 10 years’ experience in the health sector of Ukraine
– Strong familiarity with the public health system and proven track record of working in public health at regional and especially national level
– Experience with public health data analysis and data driven planning processes
– Experience in building public health capacities, including trainings
– Desirable: knowledge in disease surveillance activities, such as outbreak investigations and epidemiology
