The project “Utilization and implementation of the Association Agreement between the EU and Ukraine in the field of trade / EU4Business” improves resilience and competitiveness of Ukrainian enterprises, especially in view of the aspired EU accession. It pursues a multi-level approach. At the macro level, trade-related issues in the EU accession process and the implementation of the EU Free Trade Agreement are supported through policy advice and complementary procurement and financing. At the meso level, the business environment for small and medium enterprises (SME) is strengthened, especially through advisory services. Industrial associations and business clusters receive special support. In addition, local business support systems are being strengthened on a pilot basis by means of financing. At the enterprise level, the resilience and innovative capacity of SMEs are supported through financing and expert advice.

The Capacity Development Expert is deployed in the Action “EU4Business. SME Recovery Programme” with a focus on improving competitiveness of SME. The expert focusses on increasing the capacities of business advisors while financial support (grants) is provided in parallel for 100 small companies with export and growth potential (EUR 10.000 each) and for 12 SME with significant export potential (EUR 40.000 each).

Area of responsibilities:

  • Assessment and gap analyses of existing business advisory services aimed at improving competitiveness of SME in general and EU market entry in particular;
  • Development of training measures and material for advisory support on emergency business response, export readiness and innovation management;
  • Preparation and partly conduction of trainings for business consultants and directly for enterprises in specific sectors;
  • Coordination with lead consultants for business advisory skills training;
  • Technical advice for selected grant projects in close cooperation with the enterprises and business consultants;
  • Quality assurance of trainings provided to business consultants and of advisory services to businesses;
  • Monitoring and evaluation (M&E) of training measures in close coordination with the project’s M&E specialists;
  • Maintaining a good flow of communication and information between all involved institutions and GIZ;
  • Assisting national and international advisers in carrying out their work;
  • Assisting the project with organisational and management issues.

Required qualifications and experience:

  • Master‘s degree in business economics or in another area relevant for the position;
  • At least 5 years of professional experience in business advisory for SME to increase competitiveness, innovation and/or exports;
  • Good overview of the SME advisory support landscape in Ukraine;
  • At least 3 years of professional experience in designing trainings and training material;
  • Knowledge of and practical experience with SME and trade promotion approaches, ideally also with EU association/accession;
  • Work experience in an international setting/team;
  • Business fluent command of Ukrainian and English language (verbally and written), knowledge of German would be an advantage;
  • Good self-organisation skills;
  • Ability to effectively liaise with service providers and businesses;
  • Willingness to upskill as required by the tasks to be performed;
  • Ability to work under pressure.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv or other regions of Ukraine. Some travel within Ukraine is possible. The contract duration is until April 2025.
