Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Reform of the district heating sector of Ukraine (ReWarm)” to fill the position:

Technical Advisor (full-time, Kyiv)

(internal SAP code: Energy Advisor)

The Technical Advisor is a team member in the GIZ-project “Reform of the district heating sector of Ukraine (ReWarm)”. This project is funded by the German Federal Ministry for Economic Affairs and Climate Action of Germany (BMWK)) through the International Climate Initiative (IKI). The project is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in close cooperation with the Ministry for Development of Communities, Territories and Infrastructure of Ukraine. The objective of the project is to support reforms of the district heating sector on national level as well as capacitate communal heat suppliers to investment into modernisation to create sustainable district heating operations scheme. Especially technical aspects as well as capacity development of the project partner institutions are supported. In addition, the project supports the inclusion of renewable energy sources into heat generation from the stage of communal energy planning onwards.

Key responsibilities:

  • Provide professional advisory services to the project team and to a wide range of stakeholders in the areas of energy efficiency in district heating sector and low-carbon infrastructure, incl. addition of renewable energy sources to the network and support of adjusting the legal national framework;
  • Implement project activities in line with the projects operational plan and project indicators together with the project team and in consultation with the projects; counterparts;
  • Coordinate project activities related to planning and implementation of refurbishment projects of multi-family residential buildings and serve as the main contact person for local communal district heating enterprises;
  • Supports the coordination of project activities related to the modelling of the district heating systems;
  • Design, prepare and implement workshops, seminars and other events;
  • Cooperate with national and international experts;
  • Prepare the procurement of consulting services and ensure quality and compliance with GIZ rules of the services provided by external experts and service providers;
  • Contributing to the reporting cycles of the project.

Required qualifications, competences and experience:

  • Masters/MSc or doctorate in Engineering, Architecture or a related field;
  • At least 5 years professional experience in energy efficiency in buildings;
  • Experience in district heating modelling and planning, preferably with additional experience in renewable energy sources heat generation and governmental investments;
  • Experience working international organizations in the field of district heating networks, renewable energy, energy efficiency, preferably in the field of international development cooperation;
  • Practical experience working with communal enterprises, HOAs or similar stakeholders;
  • Good knowledge of and existing network in local district heating providers, city planning, renewable energy sphere of Ukraine;
  • High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent;
  • Good working knowledge of ITC technologies (related software, email, internet) and computer applications (e.g. MS Office);
  • Basic understanding of the specifics of technical assistance in the local context in Ukraine;
  • Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action, renewable energy and energy efficiency Ability to self-responsibly organize and implement assigned work and responsibilities;
  • Capacity to collect, process and analyze complex data and information;
  • Willingness to upskill as required by the tasks to be performed.

Employment conditions

Full time position with 40-hours working week. Place of assignment is Kyiv. If Kyiv, regular business travel to pilot communities across Ukraine is expected. The contract duration is until 31. March 2027. Starting as soon as possible.
