Pact Inc. seeks candidates to fill the position of Inclusion Program Officer for the USAID/Enhance Non-Governmental Actors and Grassroots Engagement (ENGAGE) activity in Ukraine.

Project Overview

This vacancy is open with the USAID-funded project Enhance Non-Governmental Actors and Grassroots Engagement (ENGAGE) Activity implemented by Pact in Ukraine.

The purpose of ENGAGE is to increase citizen awareness of and engagement in civic activities at the national, regional, and local level.  ENGAGE focuses efforts at both the grassroots level to educate and activate citizens to engage in civic initiatives as well as the national and regional (oblast and rayon) levels to improve organizational capacities, build coalitions, support advocacy and watchdog initiatives. ENGAGE primarily focuses on key democratic reforms and crosscutting themes, such as: anti-corruption, decentralization, government transparency and accountability including electoral processes, inclusive development of persons with disabilities, internally displaced persons, lesbian, gay, bi-sexual, transgender, intersex and other vulnerable groups, youth, and EU integration. To address citizen demands for anti-corruption reforms, ENGAGE maintains anti-corruption focus on all its program components.

Position Purpose

Under the supervision of the Sr. Program Manager/A-C Expert, s/he will ensure that issues of gender, PWD and LGBTI inclusion are integrated into all data analysis and planned studies to understand the varying impacts on men, women, and vulnerable groups and how to target them appropriately.

Key Responsibilities:

  • Provide technical assistance to ENGAGE grantees and staff related to gender mainstreaming.
  • Develop and support national CSO coalitions to address issues of gender and inclusion.
  • Develop and support initiatives that address bullying against LGBTI, and mitigate the existence of widespread gender stereotypes.
  • Ensure strong cooperation and collaboration with partners, donors, government, and other key stakeholders.
  • Support the capacity development of civil society organizations to conduct gender and inclusion analysis to better advocate for women, PWD and LGBTI communities.
  • Coordinate and strengthen networking between the ENGAGE activity partners and stakeholders.
  • Provide assistance in programming plans.
  • Assist and coordinate capacity development for the activity partners.
  • Produce written analysis in relation to gender mainstreaming and vulnerable groups inclusion.
  • Perform other duties within the Program Officer’s competence as assigned by the direct supervisor.

Basic Requirements:

  • Bachelor’s degree in the relevant field;
  • At least 3 years of work experience related to gender mainstreaming and inclusion;
  • Experience providing assistance to civil society organizations on matters related to gender and inclusion;
  • Strong understanding of challenges facing women and vulnerable groups in Ukraine;
  • Fluent in English and Ukrainian.
  • Excellent organizational skills and ability to manage a complex workload and deadlines;
  • Good written communication skills, including the ability to conduct research and write clear and concise reports and analyses.
  • Well-developed interpersonal, negotiation and conflict resolution skills with the ability to communicate with a wide range of people and groups to positively influence others to achieve results.
  • Proactivity, agility of mind, critical thinking, attentiveness to detail, and ability to work with minimal supervision;
  • Ability to routinely organize data and maintain procedures;
  • Advanced level of keyboard skills and computer literacy in a variety of software applications (MS Word, Excel, Access, etc.);
  • Excellent teamwork skills.

Preferred Qualifications:

  • Demonstrated history of working with gender and vulnerable groups inclusion.
  • Solid knowledge of the industry.
  • Experience with international programs, especially USAID-funded.
