Chemonics International, a global consulting and international development firm, seeks a Gender Equality and Social Inclusion (GESI) Specialist, long-term position, for the USAID-funded Competitive Economy Program (CEP). CEP is a seven-year program to increase the competitiveness of startups and small and medium-sized enterprises (SMEs) in Ukraine, as well as to increase the competitiveness of Ukrainian products in foreign markets, through a combined focus on improving Ukraine’s business enabling environment, increasing private sector competitiveness, increasing access to finance and investments, promoting exports, and facilitating trade.
The Gender Equality and Social Inclusion (GESI) Specialist is responsible for supporting CEP’s cross-cutting women economic empowerment, improving business enabling environment for women-owned and family businesses, SMEs development and e-commerce activities, including, but not limited to, through grants, subcontracts and short-term consultants (STTA) activities design and management, communication and dissemination of information through reports, success stories, publications, online and in-person events, social media, videos, and other channels. Under the leadership of the International Trade and European Integration (ITEI) Team Lead, and consistent with CEP’s annual work plans, the Specialist proactively manages implementation of relevant CEP’s technical activities, and provides thorough communication about them to USAID, the public, government counterparts, and private sector stakeholders. The Specialist is responsible for ensuring that all the managed activities are in line with the CEP’s strategic goals and plans, provides technical assistance and supports regular monitoring and reporting on subcontracts and grants, tracking performance indicators in cooperation with the Monitoring, Evaluation and Learning (MEL) team. The Specialist also works with other members of the technical, operations, grants and subcontracts and communications teams to support CEP’s interventions in the areas of the business-enabling environment, access to finance and investments, international trade, European integration and anti-corruption activities.
The GESI Specialist’s responsibilities will include, but are not limited to, the following:
- Support program’s cross-cutting activities related to GESI topics, women economic empowerment and policy development, women-owned and family business support, e-commerce activities, and other related activities
- Manage the projects implemented by CEP and related to supporting women leadership and growth such as Women Biz Days, Women Business Hackathon, Businesswomen forums, Women Leadership events, etc.
- Cooperate with the Government of Ukraine (GOU) agencies on developing laws that would enhance social inclusion and improve business-enabling environment for women-owned businesses
- In cooperation with communications team, manage the relevant content for various communications channels, press releases, talking points, public outreach materials, websites, social media posts, and multimedia, targeting a variety of audiences
- Facilitate the planning and implementation of meetings, training programs, workshops, and other events related to GESI topics, women economic empowerment and policy development, women-owned and family business support, e-commerce activities, and other related activities in cooperation with the government counterparts, local stakeholders, other donors and programs, and other program staff
- Identify solutions to challenges, opportunities to advance reforms and interventions, and increased coordination and collaboration with the private sector stakeholders, business support organizations, government counterparts, and other donors and programs
- Support the preparation of program reports, bullets, stories, posts, etc. to publicize program achievements to USAID and internal and external audiences
- Travel into the field to report on project activities as required
- Prepare technical scopes of work for short-term consultants, develop requests for applications (RFA) to award grants, and requests for proposals (RFP) to award subcontracts, coordinating and overseeing assignments of consultants, grantees, and subcontractors related to business resilience of SMEs, women economic empowerment and policy development, e-commerce activities, working with grantees and subcontractors to ensure USAID’s branding and marketing requirements
- Provide input to CEP’s annual work plans; monitoring, evaluation, and learning (MEL) plans and activities; and daily, weekly, quarterly, and annual reporting and planning as required
- Perform any other tasks assigned by the Chief of Party (COP)/Deputy COP or the (ITEI) Team Lead, consistent with the needs and requirements of the Program.
The required and/or preferred qualifications for the GESI Specialist’ position are:
- Bachelor’s degree in business, economics, public relations, journalism, marketing, communications, or related field required.
- At least four years of relevant work experience. Experience in the field of GESI will be an asset.
- Experience working with international organizations or NGOs preferred, and experience with USAID programs is highly preferred.
- Proven experience with public event management and conducting advocacy campaigns, including through social media to a wide audience, is preferred.
- Advanced written and oral communications skills for working in Ukrainian and English required.
- Ability to prioritize and manage multiple tasks with appropriate problem-solving skills.
- Demonstrated leadership, versatility, and integrity.
