Position Title: Project Assistant (Common Pipeline Coordination and Capacity Building)

Context:
The intensity of the armed violence in Ukraine is having a severe humanitarian impact on the population. The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighbouring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to Office of Coordination and Humanitarian Affairs (OCHA) reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.
IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies.
Under the overall supervision of the Chief of Mission and NFI and Programme Officer (NFI/Common Pipeline), and the direct supervision of the Common Pipeline Officer (NFI), the successful candidate will be assisting with managing Common Pipeline supplies & logistics to ensure high-quality Common Pipeline programme implementation across Ukraine.
Core Functions / Responsibilities:
- Coordinates with Common Pipeline Partners including consultation of partners concerning Common Pipeline-related activities and reporting, and follow up on their proper performance of tasks according to the MoU and IOM standard requirements,
- Represents IOM Common Pipeline at the National and/or Sub-Cluster coordination meetings and provide updates.
- Arranges a periodical meeting with existing and potential Common Pipeline Partners and ensure taking meeting minutes to share internally.
- Coordinate internally to avoid duplication and rationalize the request from Common Pipeline Partners.
- In cooperation with the Common Pipeline Officer (NFI), initiates and organizes capacity-building training, workshops, and other activities for Common Pipeline Partners; ensures all capacity building sessions are fully documented. Organizes follow-up meetings with participants when required.
- Supports in drafting and updating the training materials and knowledge products and elaborate templates, workflows, and other documents related to the IOM Common Pipeline.
- Assists the field monitoring team to coordinate Post Distribution Monitoring (PDM) and take part in Post Distribution Monitoring (PDM) activities.
- Assists in drafting and/or renewal of the Common Pipeline memorandum of understanding (MoU) both in English and Ukrainian language.
- Advises Common Pipeline Officer on any emerging issues relating to NFI Common Pipeline Program.
- Supports in developing periodical NFI and Common Pipeline Program factsheets and publications, focusing on the Common Pipeline program highlights and updates.
- Performs such other duties as may be assigned.
Required Qualifications and Experience
Education
- Bachelor’s degree or equivalent from an accredited academic institution in Social Sciences or any other relevant field with at least three years of professional work experience.
- High School diploma or certificate with five years of professional work experience.
Experience
- Experience working in post-conflict/emergency zones and in high-risk environment.
- Experience in humanitarian response or related field (operational field experience a must / emergency experience preferred).
- Experience in Non Food Items and Common Pipeline programming in emergency humanitarian response is an advantage.
- Experience in emergency, supply management and logistics, distribution tracking and reporting
- Excellent communication skills, ability to coordinate and corresponds in a clear and concise manner;
- Ability to complete tasks in a timely and accurate manner;
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
- Good level of computer literacy, including EXCEL, MS WORD, MS TEAMS, OUTLOOK etc.
- Required high attention to details.
Languages
English and Ukrainian (oral and written) is required.
