We are currently looking for a Research Manager to lead our Resilience and Early Recovery Unit. The RERU RM will manage a large and complex team of Assessment, Data and GIS staff to support evidence-based decision-making in the Development and Stabilization spaces.

REACH Initiative is a unique NGO, which provides research, data, and analysis to support more effective humanitarian action. By providing precise and rigorous information on the situation of crisis-affected populations in Ukraine, REACH informs better aid delivery and more transparent and reliable decision making. In Ukraine, REACH is hosted by our sister organisation, ACTED.

REACH is seeking an experienced candidate to oversee our Resilience and Early Recovery Unit. The ideal candidate should be comfortable discussing qualitative and quantitative data methodologies and findings, will have team management experience, and will have a good understanding of the Development architecture. This is a senior position within a leading international NGO, which will involve large team management, and a combination of strategic and analytical thinking.

The RERU RM Role

Whilst critical humanitarian needs associated with the war persist, other locations are increasingly in need of early recovery programming, to support strengthened local community governance and accountability, improved socio-economic outcomes, reconstruction of damaged areas, strengthened social protection systems, and improved access to public services. The Resilience and Early Recovery Unit works to support these aims, via research across three themes: 1) area-based early recovery 2) socioeconomic impacts, and 3) cash for social protection, with significant potential for additional workstreams to emerge throughout the second half of 2023.

The Research Manager will be responsible for ensuring the smooth running of the RERU. Under the supervision of IMPACT Deputy Country Coordinator, the RM will be responsible for overseeing all research cycles, and for ensuring staff have the information and skills to complete the work to a high standard. The RM will also be responsible for driving forward the Unit via strategic planning and operationalizing. More specifically, the responsibilities are:

  1. Staff Management: the RERU currently consists of 11 HR contracted staff, however the Unit is likely to grow substantially in early 2024.
  2. Research Cycle Management: oversee all RCs within the Unit, and ensure that analyses are planned and implemented in a structured and coherent manner, in line with and strategic objectives.
  3. Grants and Financial Management: in coordination with PD and Finance, manage the budgets and grants related to the work of the Unit.
  4. External Engagement: represent REACH with donors and partners, and be active in the wider development community in Ukraine.
  5. Strategy Development and Implementation: lead on strategy development for the RERU over the coming years, including via engagement and involvement with various technical and coordination fora.
  6. Organisational leadership: as a member of the Senior Management Team (SMT), contribute to the leadership of the Ukraine team, in coordination with the Country Representative, Deputy Country Coordinators, and the other Research Managers.

Requirements:

  • Academic: Excellent academic qualifications, including a master’s degree in a relevant discipline (International Relations, Political Sciences, Social Research, Economics, Development Studies, or similar);
  • Management experience: Previous experience in a management role in a humanitarian context. Excellent management, coordination, organisational and planning skills required, including an ability to manage large workloads, oversee multiple teams and effectively meet deadlines, through multi-tasking and prioritisation.
  • Years of work experience: 3-4 years of relevant working experience, such as in program management, evaluation or assessments;
  • Familiarity with aid system: Familiarity with the aid system, and the research community;
  • Communication/reporting skills: Excellent communication and drafting skills for effective reporting, including proven experience in contributing to high level presentations/briefings.
  • Research skills: Excellent research and analytical skills. Experience in assessments, M&E, field research, or evaluations.
  • Cross-cultural work environment: Ability to operate in a cross-cultural environment requiring flexibility.
  • Language skills: Fluency in English is required.
  • Software skills: Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Familiarity with R, SPSS and/or STATA or other statistical analysis software an asset but not necessary.
