FOR THE CONSULTANCY CONTRACT OF: Non-Technical Survey (NTS) Demining Consultant

  1. Duty Station of the Consultancy: Kyiv, Ukraine
  2. Duration of Consultancy: 6 months
  3. Nature of the consultancy: Under the overall supervision of the Chief of Mission and the Housing Programme Coordinator, and the direct supervision of the Government and Legal Engagement Officer, the successful candidate will provide specialized support for the realization of the non-technical survey (NTS) Component of the Project: “Improving the living conditions for internally displaced people in Eastern Ukraine” across Kyiv Region. This is to ensure compliance with the international standards on the humanitarian demining for the conflict-affected areas of the project’s implementation.
  4. Project Context and Scope: IOM-Ukraine implements several humanitarian shelter and affordable housing interventions whose aim is to provide a surplus to affordable, modern, and energy-efficient housing stock making it available for accommodation by vulnerable persons among IDPs and local residents. All the upper-mentioned is related to repairs, rehabilitation, reconstruction, and the capital construction of housing units. The particular affordable housing project is reinforced by the strong communication component and engagement with the communities/municipalities, which participate in the project, as well as the governmental agencies in Kyiv. As the project implementation shall be compliant with the World Bank environmental and social safeguards with a recently added portfolio on humanitarian demining, support from the certified specialist on NTS (covering demining) is required.

  1. Category A Consultants: Tasks to be performed under this contract.

Conduct Non-technical survey in accordance with IMAS standards:

  1. Assess whether areas are contaminated by Explosive Ordnance (EO);
  2. Define suspected hazardous areas (SHAs) where analysis of indirect evidence of the presence of EO justifies doing so;
  3. Define confirmed hazardous areas (CHAs) where direct evidence of the presence of EO justifies doing so;
  4. Cancel all, or part of, the area of SHAs/CHAs where there is no evidence of EO contamination;
  5. Identify socio-economic and threat factors that may be relevant to the use of residential property and adjacent areas after shelling and recommend decisions about priority setting for further project developing;
  6. Record, accurately and comprehensively, direct evidence of the presence of EO;
  7. Collect accurate and reliably information about the characteristics and distribution of contamination that may assist in the effective and efficient planning of follow-on technical interventions, such as targeted technical survey and clearance;
  8. Collect accurate and reliable information about accidents and incidents to people and animals;
  9. Collect information about physical changes to the environment, such as deposition of soil by flooding and wind, erosion, landslides, etc. that may have modified the local situation after contamination was laid/deployed;
  10. Collect information about the physical circumstances at the site, such as access routes, vegetation, soil, topography, infrastructure, agriculture, the local security situation, and other factors that may be relevant to decision-making processes;
  11. Analyse reports of Unexploded ordnance (UXO) clearance submitted previously by local State Emergency Services and Police.
  12. Perform such other duties as may be assigned.

Record non-technical survey results into a comprehensive report communicating, collected and analyze information, data, and evidence in order to:

  1. Make recommendations about the definition of SHAs/CHAs;
  2. Make recommendations about cancellation, subsequent reduction or possible subsequent clearance of surveyed areas due to non-technical survey results;
  3. Support priority-setting processes in terms of further action required;
  4. Contribute to the efficient and effective planning of subsequent technical interventions;
  5. Advice on further preventative measures to be undertaken during the implementation of the project (capital repair, new construction of damaged buildings);
  6. Develop community engagement mechanisms to prevent potential future UXO related insistences and raise awareness;
  7. Develop a capacity development plan for IOM staff and contractors including adequate documentation monitoring and evaluation mechanisms;
  8. Identify specific measures for youth, elderly, and people with disabilities.
  9. Performance indicators for the evaluation of results

The outputs of the non-technical survey process should be based upon analysis of the findings of the survey, in the context of other information about the type, nature, and distribution of contamination within the theatre of operations, and should include:

  1. Report, detailing what non-technical survey activity was conducted, and where, forming inputs to subsequent planning processes and as evidence demonstrating the application of “all reasonable effort” in identifying, defining, and removing all presence and suspicion of EO; Recommendations for the definition of SHAs/CHAs, including, where appropriate and justified on the basis of “all reasonable effort”, the cancellation of some or all of the area of existing SHAs/CHAs;
  2. Recommendations for further non-technical or technical activities, including, where appropriate, details of recommended asset types and methodologies;
  3. Data and information for analysis by other authorities, agencies, and organizations;
  4. Recommended preventative measures during further project implementation;
  5. SOPs developed;
  6. Number of training courses conducted.
  7. Education, Experience, and/or skills required

Education

Advanced university degree (Master’s degree or equivalent) with four years of relevant experience; OR

First-level university degree (Bachelor’s degree or equivalent) in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience

Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations;

Experience in working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups;

Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Relevant experience is defined as experience in curriculum development, training delivery, communication/education material development, or health promotion;

Two years of experience in risk education related to explosive hazards, improvised explosive devices, and small arms and light weapons are required;

Two years of experience in risk education related to explosive hazards and small arms and light weapons are required;

A minimum of 3 years of demonstrated experience in community liaison, NTS, and explosive ordnance risk education (EORE);

Minimum 3 years of relevant experience in the following:

o Previous experience in capacity building and training of internal and external stakeholders

o Proven Risk Education training and educational material development experience.

o Operational Efficiency: Non-Technical Survey training is an advanced benefit.

o Able to work in difficult and insecure circumstances.

Fluency in English (reading, writing, and speaking) and Ukrainian is required.
