The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.
The ICRC is mandated to work in countries affected by armed conflict or other situations of violence.
The ICRC is present in over 100 countries and has some 20,000 staff. In 2014, the ICRC expanded its presence to Ukraine. We have over 800 staff working in 8 locations across Ukraine.
The ICRC is looking for an enthusiastic and motivated Health Field Officer in its delegation in Kyiv.
Purpose:
In non-emergency situations, and specific emergency situations, the Health Field Officer 3 guarantees that people living in a defined geographic area have access to quality health care related to his/her program (e.g.: First Aid-Prehospital Emergency Care/Public Health Care/Hospital/Physical Rehabilitation/Detention/Mental Health). S/he is the interface with communities (local leaders, health staff, women’s groups, etc.) and internal (ICRC) and external (local authorities, NGO counterparts)
stakeholders on health-related issues. S/he oversees the respective program, plans and coordinates health activities at field level (under the coordination of a delegate when relevant).
Your Tasks and Responsibilities:
• Assesses, identifies, and prioritizes the health needs of a given population, considering vulnerable groups and community coping mechanisms and involvement.
• Proposes evidence-based strategies in line with international standards, institutional guidelines, and delegation priorities.
• Provides relevant assistance responses and monitors and adjusts them as required.
• Ensures safe access to and continuum of care for targeted populations. To this end, maps and links the ICRC’s resources with existing, functioning local systems and mechanisms (e.g., first responders, traditional birth attendants’ networks, ICRC’s heath programs).
• Maintains networks with local key stakeholders to ensure the efficient implementation of health programs. Represents the ICRC vis-à-vis national authorities.
• Develops and promotes Health Care in Danger-related initiatives.
• Communicates and reports both internally and externally on the health context and population needs as well as on relevant local security and policy matters.

What we require from you:
• Ukrainian citizenship or permanent residence permit in Ukraine;
• Master`s Degree in medicine, nursing or other relevant health profession (e.g., degree in psychology, psychiatry or paramedic science/paramedic practice).
• Postgraduate master’s degree/diploma in public health or health management a strong asset.
• 6 years’ work experience (including 3 years of clinical experience).
• Professional fluency in English language.
• Humanitarian experience with minimum 2 years as health field officer is a desirable and added value.
• Excellent connections with local health authorities and/or groups of interest for the ICRC.
• Excellent knowledge of the assigned geographic area.
• Proven program management skills and team building competencies.
• Self-motivated with a strong commitment to teamwork and humanitarian principles.
• Flexible, enthusiastic and willingness to learn.
• Ability to work independently, as well as effectively under supervision.
• Confidence in managing projects and staff.
• Ability to organize an and prioritize multiple tasks.
• Ability to work within in a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural and multi-disciplinary environment
