Background

The Partnership Fund for a Resilient Ukraine (PFRU) partners works closely with Ukraine’s government to deliver projects in the liberated, frontline, and, where possible, occupied areas that strengthen Ukraine’s resilience to and during Russia’s war of aggression.  As part of its activities, PFRU aims to support the Office of the Crimea Platform on their policy development to ensure smooth transition in case of liberation.

PFRU will hire three short-term consultants to support the activities of the working group on development and implementation of the strategic documents led by the Office.

Consultant: Resilience and National Memory Expert

The tasks for the consultant will include:

  • Conduct a comprehensive analysis of the current situation in Crimea, including political, social, and economic factors.
  • Research and review international best practices and strategies for post-conflict reconciliation.
  • Develop detailed recommendations for the strategy for post-conflict reconciliation considering the unique cultural and historical context of Crimea
  • Identify key stakeholders and engage with them to gather insights and perspectives on the deoccupation process.
  • Contribute with analysis to the discussion on development of a comprehensive roadmap developed by the working group for implementation of the strategic documents.
  • Work closely with the Office of the Crimea Platform to develop needed policy proposals, reports and recommendations for the implementation of the strategic documents
  • In agreement with the Office, consult with government, civil society, and international stakeholders on development of the policy documents and reports.
  • In agreement with the Office, participate in media coverage of the development of the strategic documents (i.e., interviews, articles, media events and forums)

Qualification:

  • Advanced degree in the field related to security, stabilisation, peacebuilding, culture or related field
  • At least 10 years of professional research experience in the relevant field
  • Evidence of the published research in the field of expertise
  • Experience on advising on policy development issues, preferably in Ukraine.
  • Understanding of the issues related to the war in Ukraine and issues of Crimea in particularly
  • Fluency in Ukrainian is preferred, for international experts understanding and reading of Ukrainian is the minimum requirement.
  • Good public presentation skills and ability to present the research results to the uninformed audiences.

Duration of Assignment: 55 days over 6 months

The payment will be done on a monthly basis based on the timesheet submitted accompanied by the report on key activities carried out during the reported period accompanied with specific deliverables produced. The report should be approved by the representative of the Office of the Crimea Platform and PFRU technical lead.
