The Swiss Red Cross (SRC) and Ukrainian Red Cross Society (URCS) are announcing the following vacancy in support of their joint operation in Ivano-Frankivsk and Ternopil regions:

SRC Shelter Officer

The Swiss Red Cross (SRC) supports the Ukrainian Red Cross Society’s (URCS) Branches in Ivano-Frankivsk (IF) and Ternopil (TP) in improving the living conditions of internally displaced people (IDPs) in collective shelters through the provision of basic goods and construction repairments. The SRC Shelter Officer is part of the Swiss Red Cross (SRC) delegation. He/she ensures technical and strategic advisory services for construction works in order to develop the URCS technical shelter capacities in IF and TP regions. These activities are aligned with national URCS policies and procedures.

The ideal composition of the SRC Shelter Officer is a person with many years of experience in construction, such as a construction manager, architect, or civil engineer, who is well versed in the construction process in Ukraine (including the necessary legal steps such as government building permits).

Purpose and volume of services:

The SRC provides technical and financial support to URCS. The SRC Shelter Officer enhances the shelter capacities of URCS branches and supports URCS in the management of the shelter activities together with the SRC Shelter Delegate. Currently, several reconstruction projects are ongoing.

Primary Responsibilities:

1. Assessment and analysis of needs for construction and repair works in collective shelters
2. Preparation of project documentation, in particular coordination of outsourcing works
3. Preparation of tender proposals for the development of design and estimate documentation including follow-up of received proposals and tenders
4. Monitoring of construction, repair and restoration works
5. Provision of other services for the development of shelters within the framework of the activities of the SRC in the IF and TP regions

General Responsibilities:

1. Actively working towards the achievement of the URCS/SRCs goals
2. Abiding by and working in accordance with the Red Cross and Red Crescent principles
3. Responsibility for the professional and timely execution of tasks according to ToR
4. Regularly update professional knowledge and skills

Key Qualifications & Skills:

• At least 3 years of experience in construction project execution and construction administration
• Experienced architect, civil engineer or construction manager
• Experienced in preparation of orders and contracts with authorities, contractors and RC branches
• Language skills: fluent in Ukrainian; English is an asset
• Experienced in CAD programming
• Experienced in preparation of tenders, control of offers and tenders
• Good knowledge of the schedule and management of the construction budget

The positions will be based in Ivano-Frankivsk or in Ternopil. Regular travelling between the two destinations is required. The SRC Shelter Officer will work closely with the SRC Shelter Delegate.
