Pact Inc, is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations.

Pact Inc./Community Action for HIV Control project seeks a Consultant for rapid analysis of disease burden to perform the following tasks:

• To develop methodology for conducting research on health data for the rapid burden of disease review in selected communities: to formulate the goals, task, information collection tool, sources of information, stages of research, basic indicators of research, expected results
• To coordinate data collection and perform desk review of collected data
• To prepare the conclusions, assumptions and causes of relevant processes researched and present the draft to Project team
• To prepare analysis including visualization of analytical materials (diagrams, graphs). To present this report to the stakeholders.

To perform the services the Vendor shall:

1. Collaborate with Project team
2. Complete the tasks in line with following schedule and deliverables:

• To evaluate the sources of health data in Ukraine and develop methodology for research on health data by August 31, 2023
• To collect health information from selected sources, prepare draft overview and discuss it with the Project by September 30, 2023
• To conduct analytical report and present it to the Project by October 30, 2023

3. Confirm the ability to participate in the meetings with national and regional stakeholders.

Period of performance: three (3) months (August 2023 – October 2023), 16 days per month (48 days in total)

Vendors must possess the following qualifications:

1. Educational and qualification level not lower than a bachelor in a relevant field. Data analysis, mathematical or social sciences are advance.
2. Knowledge of working with databases and dashboards.
3. Minimum of 1 (one) years’ experience in data analysis. Experience in health data analysis will be an advantage.

2. Proposed Fees/Expenses. Proposals shall clearly state all fees and expenses to be charged in the performance of all Services: If based on an hourly rate, provide the hourly rates to be charged for the Contractor. Provide an explanation if fees will be calculated on any other basis.
3. Reference List – A list of at least three (3) contacts for references, including client name, organization, email, and telephone contact information for similar work performed by the applicant.
