Pact Inc, is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing, and linkage to care among key and priority populations.

Pact Inc./Community Action for HIV Control project seeks a Consultant for development SOPs for Mobile health teams (MHT) to perform the following tasks:

  • To support the development of conceptual and operational model of MHT
  • To develop Standard Operating Procedures (SOP) for MHT
  • To assist in planning and evaluation of risks and opportunities for MHT at both regional and community levels
  • To determine requirements and basic characteristics of vehicles for MHT and proper equipment
  • To conduct training for NGO partners in SOP for MHT
  • To develop and conduct educational programs for local partners, ensure mentoring, coordination and progress monitoring of MHT.

On all communications services the Vendor shall:

  1. Collaborate with Project team
  2. Complete the tasks in line with following schedule and deliverables:
  • To develop a conceptual and operational model of MHT by August 31, 2023
  • To conduct relevant focus groups (with NGO, community leaders etc.) on conceptual and operational models of MHT by August 31, 2023
  • To develop SOPs for MHT, TORs for employees, requirements for equipment/vehicles by September 30, 2023.
  • To develop brief guideline/recommendation/order for starting the activity of MHT for each region (in accordance with its local specifics) by October 30, 2023
  • To provide ongoing technical assistance to implementing partners through the entire consultation process
  • To develop and conduct relevant training for NGO partners in SOP for MHT by October 30, 2023.

Period of performance: four (4) months (August 2023-November 2023), 20 days per month (80 days in total).

Vendors must possess the following qualifications:

  1. Master Degree or equivalent – in medicine, pharmacology, psychology or public health. Outstanding technical expertise in health management.
  2. Minimum of 5 (five) years’ experience in healthcare field.
  3. Experience in development and/or implementation of the MHT will be an advantage.
  4. Strict adherence to deadlines.
  5. Ability to work effectively, often under tight deadlines, and deliver a quality product in a professional manner.
  6. Ability to travel within Ukraine.

  2. Proposed Fees/Expenses. Proposals shall clearly state all fees and expenses to be charged in the performance of all Services: If based on an hourly rate, provide the hourly rates to be charged for the Contractor. Provide an explanation if fees will be calculated on any other basis.

3. Reference List – A list of at least three (3) contacts for references, including client name, organization, email and telephone contact information for similar work performed by the applicant.
