 About the Project. The Promoting Reform Objectives through Technical Expertise and Capacity Transfer, Phase 2 (PROTECT2) is an international technical assistance project, which offers short-term expert (Ukrainian and international) deployment and capacity to strengthening defense sector of Ukraine. The project responds to the needs of Ukraine’s defence institutions and agencies and focuses on building strong analytical approaches in gender equality; women peace and security (WPS); social inclusion; defence governance and planning, capabilities development and resource management in defence. To support the delivery of outlined scope of work, PROTECT2 is looking for the Life Cycle Management expert (LCME), who will work under the supervision of Project & Technical Director on project outcomes on Programming, Resource Management and Capabilities Development.

The Life Cycle Management Expert will work under the supervision of the Team Lead on Programming, Resource Management and Capabilities Development and management workstreams. He/She will provide proactive, senior-level technical advice and expertise to the project management and liaise with working-level counterparts at the Ministry of Defence, General Staff and other relevant institutions, to ensure the timely implementation of the project activities.

Key Responsibilities

  • Research, develop and present technical advice on life-cycle management issues for the deliverables of the Programming & Resource Management (PRM) component, as well as on Capabilities Development & Management (CDM), Defence Governance and Planning (DGP) and Women, Peace and Security (WPS) as requested.
  • Develop, update, and propose to the PROTECT2 Team leads inputs to PROTECT2 reporting for DGP, PRM and CDM, as well as WPS when requested.
  • Collaborate with the PROTECT2 Gender Equality experts to fully enable the integration of gender-based analysis in his/her activities.
  • Communicate and integrate into the work of PROTECT2 the expertise of the international advisory team of PROTECT2.
  • Provide expertise on the life cycle management techniques and issues related to the transformation of the defence and security sector in alignment with the best Euro-Atlantic practices and principles.
  • Advise the Project and Technical Director and Team leads on challenges and opportunities emerging over the course of project implementation, as well as networking with the Ministry of Defence and the Armed Forces of Ukraine.
  • Provide advice to PROTECT Program management relative to security and defence sector developments in Ukraine and preparing thematic reports when requested.
  • Assist in the planning and execution of events (workshops, seminars, conferences, etc.), to deliver activities indicated in the Annual Work Plan in concert with the relevant organizations within the Government of Ukraine, in accordance with the approved approach and methodology in a manner designed to achieve the objectives of the project;
  • Deliver other related products under the guidance of the respective team leads when requested.

Academic Qualifications and Experience:

Mandatory:

  • Completed Bachelor/ Master Degree in Public Administration, business, economics or similar area.
  • Proven professional experience (5+ years) in the areas described above and rigour in data management and analysis.
  • Willingness to think ‘outside the box’, innovate and anticipate needs and requirements of the project.
  • Strong professional communications skills.
  • Team player with exceptional ‘people skills.
  • Highly organized and efficient; attention to detail and possessing stamina to work hard and sometimes irregular hours.
  • Strong oral and written Ukrainian and English language.
  • Practical experience with data software packages (particularly Excel, Power BI and similar).
