Annex 2 – TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: National Consultant on Rehabilitation and MHPSS

 Duty Station of the Consultancy: Kyiv, Ukraine

 Duration of Consultancy: 15 September 2023 – 15 May 2024

 Nature of the consultancy: The Consultant will support the daily efforts of the Ministry of Veterans Affairs (hereinafter referred to as the Ministry) and other stakeholders in the development and enhancing their policy frameworks and processes including legislative, communication and administrative in the areas of rehabilitation, mental health and psychosocial support (MHPSS) for war veterans, including those with disabilities, their family members, family members of fallen (deceased) defenders of Ukraine (hereinafter – veterans and their family members) and rehabilitation therapy for veterans and their family members in the long term by offering global expertise in policy development. All costs related to the conduct of this consultancy will be borne on IOM.

 Project Context and Scope:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of Senior Program Coordinator (Peacebuilding and Stabilization) and the overall technical supervision of the National Reintegration Consultant, in close coordination with IOM Ukraine MHPSS programme management, the Consultant will be seconded at the and provide support to the Ministry and other involved stakeholders on issues pertaining to policy development in the context of ongoing joint programme interventions.

Organizational Department / Unit to which the Consultant is contributing: Response, Recovery, Resilience, Transition and Recovery Unit.

Category A Consultants: Tangible and measurable outputs of the work assignment

 By the November 15, 2023:

  • Prepare and present to the attention of the Ministry, IOM and other stakeholders a report on assessment and analysis of the existing and currently operative MHPSS and psychosocial rehabilitation service providers (state/communal/private) who are providing MHPSS and psychosocial rehabilitation to war veterans, their family members, family members of fallen (deceased) defenders of Ukraine.
  • Prepare and present to the attention of the Ministry, IOM and other stakeholders a list of methods of monitoring the provision and quality assessment of MHPSS to war veterans, their family members, family members of fallen (deceased) defenders of Ukraine taking into consideration best international practices and current Ukrainian legislation and acting approaches.
  • Develop and present to the attention of the Ministry, IOM and other stakeholders a roadmap with suggestions on mechanisms to coordinate the activities of entities providing services for mental health and psychosocial support of veterans, ensuring interdepartmental interaction during the provision of psychological assistance to war veterans by health care and social protection institutions close to the person’s place of residence/stay taking into consideration best international practices and current Ukrainian legislation, Ukrainian Prioritized Multisectoral Mental Health and Psychosocial Support Actions During and After the War: Operational Roadmap and acting approaches.

By the January 15, 2023:

  • Contribute into development of a draft policy document to establish a mechanism for the systematic collection and analysis of data on the MHPSS needs of veterans and their family members, based on a study of the possibilities and available resources within the Ministry’s administrative-territorial units.
  • Develop and present to the attention of the Ministry, IOM and other stakeholders’ methodological recommendations for determining the needs of local communities in the formation of MHPSS for veterans and their family members.
  • Participate in regional and central workshops focused on study of veterans’ social reintegration and their contribution in community life that bring together people from across different communities, as well as the relevant Ministries, service providers, and veterans’ centres, to discuss the implications of the study results and how the recommendations can be translated into concrete policy action.

 By the March 15, 2023:

  • Develop and present to the attention of the Ministry, IOM and other stakeholders a list of suggestions for the development of programs to overcome suicidal tendencies by war veterans taking into consideration best international practices, current Ukrainian legislation and acting approaches.
  • Develop and present to the attention of the Ministry, IOM and other stakeholders a list of suggestions for domestic violence and homicide prevention programs among veterans and their families.

By the May 15, 2024:

  • Elaborate and share with IOM a pool of programmatic interventions (at least three) to facilitate reintegration of veterans and their family members throughout Ukraine.
  • Undertake duty travel within Ukraine on an as-needed basis.
  • Provide monthly progress reports and a final report to the Ministry and IOM.
  • Perform such other duties as may be assigned.

All the deliverables under this Section are subject of approval by IOM. The Consultant will also deliver to IOM the electronic files of all gathered documents that were used as a source for the consultancy. Any delay in reaching the deliverables which is not under the control of the Consultant will be coordinated with IOM that will undertake corrective actions.

Taking into consideration the necessity to work in close cooperation with the Ministry, it is obligated for the Consultant to cooperate with the Ministry regularly and spend minimum 32 working hours out of 40 working hours per week at the Ministry or IOM (in Kyiv), specifically through taking part in offline meetings with the Ministry and/or offline events, organized by the Ministry or other related stakeholders.

Performance indicators for the evaluation of results

By the May 15, 2024, provided:

  • Support IOM in establishing close cooperation with the Ministry to provide support for the Ministry’s activities.
  • Support the Ministry with the quality assessment of MHPSS provided to war veterans, their family members, family members of fallen (deceased) defenders of Ukraine.
  • A list of methods of monitoring the provision and quality assessment of MHPSS to war veterans, their family members, family members of fallen (deceased) defenders of Ukraine taking into consideration best international practices and current Ukrainian legislation and acting approaches prepared and presented.
  • A roadmap with suggestions on mechanisms to coordinate the activities of entities providing services for mental health and psychosocial support of veterans, ensuring interdepartmental interaction during the provision of psychological assistance to war veterans by health care and social protection institutions prepared and presented.
  • Contributions to the policy document to establish a mechanism for the systematic collection and analysis of data on the MHPSS needs of veterans and their family members prepared and presented.
  • Methodological recommendations on the needs of local communities in the formation of MHPSS for veterans and their family members prepared and presented.
  • A list of suggestions for further policies outlining standards and list of technological documents for psychological rehabilitation of veterans and their family members prepared and presented.
  • The content, relevant presentation materials (power point slides, narratives), agenda and schedule of the workshops based on the findings of the reviews, studies and roadmaps mentioned above as well as a study of veterans’ social reintegration and their contribution in community life prepared and presented.
  • Participated in regional and central workshops focused on study of veterans’ social reintegration and their contribution in community life that bring together people from across different communities, as well as the relevant Ministries, service providers, and veterans’ centres, to discuss the implications of the study results and how the recommendations can be translated into concrete policy action.
  • A pool of programmatic interventions (at least three) to facilitate reintegration of veterans and their family members throughout Ukraine prepared and presented to IOM.
  • Duty travel within Ukraine on an as-needed basis undertaken.
  • Monthly progress reports and a final report to the Ministry and IOM provided.

Education, Experience and/or skills required

 Education

  • Advanced university degree in psychology, mental health, social work, counselling or other social sciences from an accredited institution. A PhD degree in psychology will be an advantage.

 Experience

  • At least two years of practical work experience.
  • At least two scientific publications on MHPSS or relevant topics would be an advantage.
  • Real experience in the field of veterans’ affairs (policy development, rehabilitation issues, institutional relations, etc.).
  • Experience in systematic collection and analysis of data in the mental health sphere.
  • Knowledge of veterans’ reintegration best practices and approaches will be an advantage.
  • Experience in liaising with governmental and diplomatic authorities as well as with international institutions.

Skills

Confident user of the Microsoft Office Suite.

Languages:

Proficiency in Ukrainian and working knowledge of English is required.

Travel duties required

 Travel duties are mandatory according to the Agreement.
