CCR is a valued member of the international network Caritas Internationalis, dedicated to health, social sectors, livelihood development, and education for local communities.

Job Description:

  • Position:MEAL Officer
  • Length of Employment:6 months (with possibility of extension based on funding status)
  • Probation Period:1 month
  • Type of Position: 50%-75% for now (not full-time)
  • Place of Employment: Kyiv
  • Travel and Mobility:Essential
  • Reporting to:Country Representative — Ukraine
  • Starting Date:as soon as possible
  • Position Risk Level:High risk level

Organizational Context:

Caritas Czech Republic (CCR) is a non-profit organization that operates abroad, in the context of humanitarian aid and development cooperation. It is a respected member of the international network Caritas Internationalis. Its foreign activities focus on the health and social sectors and on developing livelihood for the local population and education of children and adults.

Responsibilities:

Monitoring, Evaluation, Accountability, and Learning (MEAL):

  • Adjust, develop and implement organizational MEAL systems, frameworks, and tools to monitor and evaluate the program on the country office level effectively.
  • Regularly assess and ensure compliance with objectives, outcomes, and indicators of all implemented projects.
  • Lead and conduct assessments, surveys, and evaluations to measure project impact and identify areas for improvement.
  • Design and manage a database to collect, analyze, and interpret project data for reporting and decision-making purposes.
  • Collaborate with project teams to integrate MEAL findings and recommendations into project planning and implementation processes.
  • Train project staff and partners on MEAL procedures, tools, and methodologies as appropriate.

Accountability and Learning:

  • Develop and implement organizational systems to collect feedback from beneficiaries and stakeholders, ensuring their voices are heard and incorporated into program improvements on the country office level and beyond.
  • Support the country office’s compliance with organizational policies, regulations and methodologies. This includes:
    • Management of the country office’s complaints and feedback mechanism
    • Supporting the country office as the Complaints Handling and Security Officer
  • Promote a culture of learning within the country office by participating in regular knowledge-sharing sessions and best practice documentation on the country office and organizational level.
  • Foster an environment that encourages collaboration, innovation, and continuous improvement.

Reporting and Communication:

  • Ensure timely and accurate preparation progress implementation reports to showcase project progress and results, including:
    • Consolidation, verification, and archive of monthly, quarterly, and annual reports,
    • Consolidation, verification, and archive of sources of verification
  • Work closely with the communication team to ensure effective visibility and dissemination of project achievements and impact through various communication channels.
  • Present MEAL findings and insights to internal and external stakeholders, contributing to informed decision-making and enhanced project outcomes.

Capacity Building:

  • Build the capacity of project staff and partners in MEAL concepts, methodologies, and tools to enhance their understanding and application in project activities.
  • Provide coaching, guidance, and technical support to project teams and partners to improve their MEAL capabilities and practices.

Requirements & Skills:

  • Relevant experience working with N/INGOs for at least 2 years.
  • University graduate, preferably in project management or another relevant field.
  • Strong organizational and analytical skills.
  • Strategic thinking and motivation to work independently.
  • Advanced user skills of MS Office software (predominantly MS Excel and Word).
  • Fluency in Ukrainian and English is a must.
