ACTIVITY BACKGROUND:The purpose of the United Agency for International Development (USAID) Cybersecurity for Critical Infrastructure in Ukraine Activity is to strengthen the resilience of Ukraine’s critical infrastructure from cyberattacks by establishing trusted collaboration between key cybersecurity stakeholders in the government, private sector, academia, and civil society. The activity aims to achieve this goal by implementing the following activity components:

Component 1: Strengthening the cybersecurity enabling environment.

The legal, regulatory, and institutional framework for national cybersecurity in Ukraine needs to be strengthened and aligned with international standards and best practices. This component will strengthen the cybersecurity resilience of Ukraine’s critical infrastructure sectors by addressing legislative gaps, promoting good governance, enabling collaboration between stakeholders, and supporting cybersecurity institutions. This component will also build the technical capacity of key sectors through increased access to cybersecurity technology and equipment.

Component 2: Developing Ukraine’s cybersecurity workforce.

Ukraine suffers from a severe shortage of cybersecurity professionals. This component of the USAID Cybersecurity for Critical Infrastructure in Ukraine Activity will address workforce gaps through activities that develop new cybersecurity talent and build the capacity of existing talent. These activities will address the entire workforce pipeline, the quality of education received by cybersecurity specialists, and industry training programs to rapidly upskill Ukraine’s workforce to respond to immediate cybersecurity vulnerabilities.

Component 3: Building a resilient cybersecurity industry.

A growing cybersecurity industry in Ukraine will contribute directly to national security and prosperity. This component will seek to build trust and collaboration between the public and private sector to develop innovative solutions for future cybersecurity challenges; spur investment and growth in the broader cybersecurity market in Ukraine through greater access to financing; support smaller cybersecurity companies to rapidly increase the number of local cybersecurity service providers; and offer mechanisms for Ukrainian firms to connect with industry partners to enable better access to innovations and business opportunities.

ROLE’S PURPOSE:

Under the supervision of the Component 3 Market and Industry Development Lead, the Cyber Voucher Program Manager will be responsible for deployment of the develop Cyber Voucher program on the national level in close coordination with GOU stakeholders.

Trends are showing significant increase in hacked and breached data, as well as in large-scale breaches. Recognizing the importance of enhancing digital security of micro, small and medium-sized businesses (SMBs), the Activity developed a Cyber Voucher program to offer co-financing of eligible costs for the SMBs security review and cyber diagnostics to make these measures more accessible. The Cyber Voucher Program Manager will lead the stakeholders’ collaboration on the Program preparation, kick-off, testing, deployment stages.

TASKS / RESPONSIBILITIES:

The Cyber Voucher Program Manager has responsibility and accountability to implement the annual National Cyber Voucher Program to enhance digital security of SMBs and stimulate the cybersecurity market growth.

The Cyber Voucher Program Manager will work on the following tasks:

  • Implement a comprehensive plan to deploy the Cyber Voucher Program in Ukraine.
  • Define the priorities and elaboration of specific activities necessary to achieve planned goals and fulfill program KPIs.
  • Lead a team of vendors, grantee and cyber experts working on the program.
  • Work with 3rd party program platform developer to ensure the platform operations and maintenance.
  • Guide the Program Administrator with Program policies development.
  • Keep track of program activities and manage the program deployment.
  • Ensure an effective Program and projects risk management system is adopted at design and implementation stages of the assigned project.
  • Control the budget allocated for the Program and quality of provided services by grantee and vendors.
  • Contribute to developing Program deliverables.
  • Liaise with GOU partners to ensure smooth and productive cooperation.
  • Present Program activities and results to the GOU and private sector stakeholders.
  • Ensure program monitoring, evaluation and reporting, ensure timely and accurate information provided in close collaboration with MEL Manager.
  • Assess/determine resources required for implementing activities and initiatives.
  • Develop, maintain, and update implementation plan for carrying out activities and initiatives.
  • Work with the selected subcontractors to ensure successful delivery of specific activities.
  • Prepare success stories and provide inputs/updates for the reports (weekly update, monthly and quarterly reports, etc.)
  • Other tasks as assigned by the direct supervisor.

Qualifications:  

  • A Bachelor /Master’s degree in Public Administration, Economics, Business, Computer science, Information Systems, or another relevant field
  • At least two-three years of experience working on activities of similar technical scope.
  • Experience serving in a technical project position, preferably with donor-funded activities.
  • Demonstrated experience with technical projects implementation, related to the information and communications technology (ICT) sector is a plus.
  • Previous experience with complex national programs deployment is an advantage.
  • Relevant professional training in project design and project management.
  • Experience of working with subcontractors to delivery projects.
  • Experience in building and managing relationships with high level stakeholders from government, civil society and donors.
  • Strong proven managerial experience with versatile stakeholders on one complex project
  • Excellent organizational skills and proven ability to set priorities and dealing with multi-tasks.
  • Strong analytical skills and attention to detail.
  • Strong interpersonal skills and written/oral communication skills.
  • Fluent Ukrainian language
  • Good command of English is an advantage.
