About Ukraine Veteran Reintegration Program

Veteran Reintegration Program (VRP) funded by the U.S. State Department Bureau of Conflict and Stabilization Operations, works to ensure that Ukraine’s veteran support structures are more capable and responsive, and veterans have an increased resilience to destabilizing forces.

Position Purpose Summary 

Subgrants Officer supports management, implementation and compliance of all subgrants according to both IREX and USG rules and regulations. This person will assist Finance Unit in managing a subgrants pool to local organizations. This position reports directly to the Finance Manager. This position will be based in Ukraine.

Performs additional duties and tasks to meet the needs of the organization, team, or as assigned by manager.

Your Background & Skills

Experience 

  • Bachelor’s Degree in economics, finance, international development, business administration, public administration, management, or relevant field.
  • Minimum of 3+ years of proven grants management experience, preferably with USG-funded projects.
  • Strong understanding and knowledge of USG rules and regulations.
  • Proven competency with analyzing budgets.
  • Very good command of English Language and Ukrainian is required.
  • You must have unrestricted authorization to work in Ukraine.

  • Excellent organizational skills: ability to plan, prioritize, track files, and effectively manage information.
  • Strong presentation skills: ability to write and present information concisely.
  • Excellent interpersonal skills: ability to work cooperatively with others and demonstrate professional and ethical behavior when interacting with partners and stakeholders.
  • Ability to handle multiple priorities and complete tasks and projects in accordance with stated deadlines.
  • Ability to work independently and in a team and the ability to take initiative, meet deadlines, and be flexible.

Your Daily Tasks

Provides technical support and inputs to an assigned program(s) or project. Responsible for the contributing, creating, and guiding the work associated with project outputs; to include but not limited to program design, required products, gathering, drafting, and creating workflow plans, budgets, internal/external reports, presentations, and other documents/deliverables as identified. Responsible for the development of written communications by drafting, approving, and sending correspondence.

  • Guide and fulfill subaward activities, including subgrant design, competition, due diligence, negotiations, preparation of subgrant documents, administration, monitoring and closeout.
  • Maintain updated subgrant files and ensure that designated subgrants are well-administered and implemented in compliance with the relevant USG rules and regulations, and IREX policies and procedures.
  • Support the Program team in internal coordination of activities related to development and implementation of subgrants and contracts, including internal certification/clearance procedures, financial monitoring and payment disbursements in a timely manner, preparation of RFPs/RFAs, outreach activities.
  • Review of and prepare of grant and contract modifications.
  • Regularly monitor, communicate with, and coach subgrantees to ensure smooth implementation and compliance.
  • Other duties as assigned.
