The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has some 18,000 staff worldwide. In 2014, the ICRC expanded its presence in Ukraine. Currently, we have over 900 team members working across the county in various professional fields.

About the job

The ICRC People and Culture Team is seeking a highly capable Human Resources (HR) Officer to join our team in Kyiv. The HR Officer will manage all aspects of the employment process, including talent acquisition, contract management, onboarding, staff engagement, learning development, administration, separation, and exit. S/he will also support implementing the ICRC People Strategy, leading or supporting various human resources projects and initiatives. The HR Officer advises, guides, and supports employees and line managers in all HR and People Management matters within his/her Area of Responsibility. The HR Officer acts as a strategic partner, change agent, employee champion, and functional expert, supporting and contributing to the ICRC operations.

Your Tasks and Responsibilities

  • Acting as a focal point for general HR and People Management questions, concerns, and matters, and advice, guide, and support line managers on their respective HR budget
  • Managing, administrating, and facilitating recruitment and selection processes, supporting the preparation of job descriptions, drafting vacancy announcements, facilitating testing and interviewing, and managing the hiring process
  • Ensure that HR data/files under her/his area of responsibility are collected, updated, and kept per ICRC standards and procedures and Ukrainian labor law
  • Is responsible for the application of HR processes, policies, and tools, feeding upward insight to ensure that the proposed changes are relevant and sustainable
  • Ensures staff members are administrated and contracted on time and correctly
  • Ensuring that new employees are welcomed and well-integrated and create and implement effective onboarding plans
  • Ensuring that people management policies, guidelines, and processes are applied correctly, supporting employees and line managers
  • Carrying out administrative follow-ups on HR-related issues such as onboarding, management, training, compensation and benefits, etc.)
  • Providing support on how to implement the Performance Management System
  • Handling employee grievances and disciplinary outcomes within the provisions of staff regulations and labor laws, participating actively in conflict-solving while supporting managers
  • Guiding staff members at all stages of their employment cycle within the organization on both administrative HR and professional development matters
  • Identifying training and development needs and solutions
  • Prepare periodic reports for management, as necessary or requested, to track strategic goal accomplishment and use evidence or data to help make informed decisions
  • Assessing and anticipating People and Culture-related needs and ensuring integrated solutions are provided within the defined processes and policies
  • Monitors and ensures compliance with local labor laws and staff regulations
  • Supports the development and implementation of PAC initiatives and systems
  • Supervises local training, workshops, staff engagement, and communication

About you

To be successful as HR Officer in the People and Culture Team, you should possess the following qualifications and experiences and have the following characteristics:

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • High school or professional diploma
  • Good command (written and spoken) of English, Ukrainian, and Russian
  • Computer literate, with excellent knowledge of Microsoft Excel and PowerPoint
  • 2–3 years’ experience in HR or a similar field
  • Experience with Recruitment, Onboarding and People Development
  • Knowledge of Ukrainian labor law
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
