Habitat for Humanity International is looking for a Housing Policy and Market Development Specialist to lead organization’s efforts in supporting the development and implementation of policies and financial models to improve access to affordable housing in Ukraine. This key role involves liaising with government, financial institutions, and housing stakeholders to advocate for inclusive and supportive housing policies, especially for vulnerable populations. The specialist will also identify and develop innovative financing mechanisms to make affordable housing accessible to low- and middle-income households.
This position is to be based in Kyiv, Ukraine and requires 30% of domestic and international travel.
The actual salary offered for this role will be based on a variety of factors, including internal equity and the candidate’s qualifications and professional experience. HFHI offers a competitive, comprehensive benefits package. The monthly gross pay starts at 71 510 UAH gross/month (the final remuneration will be determined based on the candidate’s competence and experience, along with applicable benefits.)
WHAT WOULD BE YOUR RESPONSIBILITIES?
Policy Development & Advocacy:
- Support housing policy initiatives developed by the government, advocate for policy changes, and engage with government and stakeholders.
- Monitor policy and market changes and national and working group levels in Ukraine
Housing Finance Models and Market Development Solutions:
- Develop and implement innovative financial models to support affordable housing access, such as micro-loans and subsidies.
- Assess existing housing finance systems and recommend improvements to ensure better access for underserved communities.
Stakeholder Engagement and Partnerships:
- Build and maintain relationships with key stakeholders, including government officials, financial institutions, housing developers, and non-governmental organizations, with an emphasis on building alliances that support hosing market growth.
- Work with international donors, private sector entities, and other partners to mobilize resources and investment for housing projects in Ukraine.
Market Research & Analysis:
- Conduct research, analyze market trends, and develop reports on affordable housing and financing models relevant to Ukraine context.
Capacity Building:
- Provide technical assistance and capacity building support to government agencies and partners.
- Develop training materials, toolkits, and guidance on housing finance mechanisms and affordable housing policy.
- Mentor and support local partners in implementing housing finance solutions
WHAT DO WE REQUIRE?
- Master’s degree in Public Policy, Economics, Public Administration, Development Studies, Urban Planning, or Real Estate Economics.
- At least 5-7 years of experience in housing policy, real estate, or urban development in Ukraine.
- Demonstrated experience working with or within state government entities in Ukraine
- Experience working with government agencies, financial institutions, and international development organizations.
- Strong understanding of housing policy frameworks, affordable housing finance models, and public-private partnerships.
- Fluency in English and Ukrainian is a must.
- Knowledge about the EU policies on housing and resettlement.
- Willingness to travel within Ukraine and internationally for meetings, consultations, and field visits.
- Expertise in housing finance mechanisms, including microfinance, mortgage lending, subsidies, and housing credit schemes.
- Knowledge of the housing landscape in Ukraine, including market challenges, regulatory barriers, and government policies, is a plus.
