Consultancy Description

EnCompass LLC is implementing the seven-year Ukraine Monitoring and Learning Support Contract (UMLSC), providing a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts.

For an upcoming assessment, EnCompass seeks a Ukrainian Gender Equality and Social Inclusion (GESI) Specialist (Civil Society) with experience conducting GESI assessments/analyses and/or implementing assistance programs related to gender and integration of vulnerable groups. The GESI Specialist should have demonstrable knowledge of a range of approaches to integrating gender and inclusive development principles and practices into development programming. Knowledge of Eastern Europe/CIS region development issues is desirable. Excellent English written and verbal communication skills are required.

The assessment will be conducted in a hybrid mode (a combination of online and in-person work). The GESI Specialist will be expected to travel in-country to conduct fieldwork.

The total Level of Effort (LOE) for this role is up to 35 days from December 12, 2024 to March 31, 2025.

Duties and Responsibilities

  • Support the development of the assessment design and workplan to ensure integration of appropriate GESI principles and practices;
  • Contribute to desk review of the Activities’ reports, Ukrainian legislation, and other relevant documents;
  • Contribute to the development of data collection tools (desk review guide, interview guides, focus group discussion guides, survey guides, etc.), ensuring integration of GESI principles in a thoughtful and contextually appropriate manner;
  • Support field work activities as requested, including planning and conducting key informant interviews and other data collection activities;
  • Contribute to data coding and analysis across all data sources, serving as a thought leader to assist the team in gender analysis and interpretation;
  • Support the team upon request in the presentation of initial findings to USAID;
  • Contribute to the assessment report, including drafting and reviewing assigned sections and addressing USAID’s comments upon request;
  • Provide assessment updates as requested by the Team Leader or UMLS Evaluation Specialist;
  • Support the team upon request in preparing the presentation of the final report for USAID/Ukraine and other stakeholders.

Qualifications

Academic Qualifications

  • An advanced degree in gender studies, international development, or a relevant social science.

Experience and Skills

  • At least 5 years of experience integrating gender and inclusive development principles and practices into USAID development programming;
  • Experience conducting GESI assessments/analyses and/or implementing assistance programs related to gender and the integration of vulnerable groups (e.g., women, youth, victims of trafficking/gender-based violence, persons with disabilities, veterans, and other marginalized groups);
  • Strong knowledge of USAID programming policies and practices, including ADS 205 requirements;
  • Experience designing and conducting comprehensive sector development assessments for USAID is desirable;
  • Knowledge of Ukraine’s civil society sector and development issues Ukraine is required;
  • Fluent Ukrainian; strong written and verbal communication skills in English.
