Title: Independent Engineer
Length of Assignment: Short-term
Estimated LOE: up to 60 days
Assignment Location: Eastern Ukraine and distant
Dates: on/about November 15, 2020 – November 14, 2021

Principle duties & responsibilities: 

  • Providing oversight, monitoring and advisory services of all construction-related activities, including preparation of the terms of reference and construction subcontracts;
  • Conduct quality check of architectural plans and Bills of Quantity;
  • Certify subcontractors’ adherence to established work plans and submit deliverables on time and in accordance with all contract requirements;
  • Certify in writing, completed works for purposes of progress payments and final project acceptance;
  • Verify that subcontractors obtain and maintain all required permits;
  • Conduct field site visits to monitor quality of construction projects and the compliance with architectural plans;
  • Complete the project without exceeding the estimated cost of the construction object;
  • Monitor application of construction materials specified in the project of the building object;
  • Monitor the schedule of construction works;
  • Provide high quality of construction works;
  • Regularly communicate with the Deputy Chief of Party and the designated technical representative regarding project schedule and sequencing of activities. Alert the Deputy Chief of Party immediately to any concerns regarding the project works;
  • Ensure that all necessary subcontractor documentation, including environmental monitoring and mitigation plans, are completed for each project;
  • Prepare weekly reports;
  • Provide technical supervision services (category of the certified specialist must correspond to the category of object complexity on which works are carried out);
  • Provide other support as required by the Deputy Chief of Party.

Qualifications and experience:

Required experiences and qualifications under this assignment are:

  • Bachelor’s or master’s degree in construction engineering;
  • Five (5) years of construction monitoring and management with increasing responsibilities;
  • Certificate of Technical Supervision Engineer of 1,2,3 category of difficulty;
  • Strong skills in using Microsoft Office (Word, Excel, Outlook);
  • Ability and willingness to travel extensively throughout Eastern Ukraine;
  • Ability to work outdoors in various weather conditions for prolonged periods;
  • Good oral communication and writing skills required;
  • Excellent interpersonal skills and an ability to manage diverse professional relationships;
  • Fluency in both written and spoken English is preferred.

The five-year USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk, and Mariupol. DG East will provide opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives.
