The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance.

The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 80 countries and has some 19,000-field staff.

In 2014, the ICRC expanded its presence to Ukraine. There are more than 600 ICRC staff working in Kyiv, Dnipro, Poltava, Vinnytsia, Lviv, Donetsk, Luhansk, and Odesa.

The ICRC is looking for an enthusiastic and motivated person to fill the position of MDH (misinformation, disinformation & hate speech) Communication Officer in its delegation in Kyiv.

Purpose:

Supports MDH Laboratory coordinator in planning and implementation of the MDH activities and projects. Helps provide relevant recommendations aimed at addressing MDH effect on affected communities as well as at perception and reputation risks and helps their implementation. Helps build relationships with relevant stakeholders, both internal and external, as a part of a strategic response to MDH.

Functional Responsibilities:

  • Helps manage a broad range of communication needs in relation to the ICRC MDH Lab strategic goals;
  • Helps develop and promote MDH approaches and practices as well as coordination within the MDH Lab and liaise with other programs;
  • Helps develop messaging and supports establishment of working modalities in line with the operational priorities and desired outcomes of the MDH Lab work;
  • Turns data and qualitative feedback from contacts and interlocutors into actionable insights, provides relevant recommendations to respond (prevent or mitigate) to MDH that is a perception and reputation risk, and accompanies implementation. Builds relationships and works with relevant influencers and diplomatic and fundraising colleagues in field and HQ as part of strategic communication response to MDH. (proposed resident on advice of the delegation).
  • Stakeholder Mapping: Identify key stakeholders in communities, government, media, and civil society.
  • Stakeholder Engagement and Networking: Build and maintain trust and relationships with key influencers trust by audiences.
  • Fact Checking: Confirm information/ intel found online through offline network.
  • Outreach/ MDH Prevent/Respond: Communicate key/counternarratives, prepunk and debunk MDH.
  • Offline Community Building: Helps build offline MDH response community/network.

Required Qualifications and Skills:

  • Ukrainian citizenship.
  • University degree or equivalent in a relevant field such as communications, social media, social sciences, psychology, international relations or journalism.
  • Minimum 3 years’ work experience in a field relevant to public communication, community advocacy, networking, data analyzing and MDH checking
  • Ability to communicate to audiences and adaptability.
  • Good knowledge of International Humanitarian Law an asset.
  • Sound knowledge of the humanitarian, social & media, as well as MDH fact checking environment in Ukraine.
  • Fluent spoken and written English and Ukrainian.
  • Computer skills (proficiency in MS Office); familiarity with digital communication tools.
