Annex 2 – TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: Veterans’ Reintegration Expert
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: February – 1 December 2023
- Nature of the consultancy: Comprehensive expert support of the Ministry of Veterans Affairs (hereinafter referred to as the Ministry) in the development of policy, legislative, communication and administrative framework in the areas of strategic planning and policy formation.
- Project Context and Scope:
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of Program Coordinator and the overall technical supervision of the National Reintegration Consultant the Expert will be seconded at the Ministry of Veterans Affairs (hereinafter referred to as the Ministry) and provide support to the Ministry and other involved stakeholders on issues pertaining to policy development in the context of ongoing joint programme interventions.
The Expert will support the daily efforts of the Ministry and other stakeholders in the development and enhancing their policy frameworks and processes including legislative, communication and administrative in formation of strategic policy focused on reintegration of war veterans, including those with disabilities, their family members, family members of fallen (deceased) defenders of Ukraine (hereinafter – veterans and their family members) by offering global expertise in policy development. All costs related to the conduct of this consultancy will be borne on IOM.

By the May 1, 2023:
- Systematize and present to the attention of the Ministry, IOM and other stakeholders the overview of existing practices in the field of veterans’ policy formation and other implementation tools based on best international practices, current Ukrainian legislation and acting approaches.
- Conduct an analytical overview of the most effective approaches and tools (successful cases) of the implementation of veteran policy in other countries at the level of individual regions and/or territorial communities.
By the July 1, 2023:
- Prepare and present to the attention of the Ministry, IOM and other stakeholders a list of specific suggestions regarding the state veterans’ policy development for the medium-term perspective based on best international practices, current Ukrainian legislation and acting approaches.
- Prepare and present to the attention of the Ministry and IOM a list of suggested modifications to strategic goals and a plan of measures for implementation of information policy of the Ministry based on conducted earlier overviews.
- Develop the content, relevant presentation materials (power point slides, narratives), agenda and schedule of the workshops based on the findings of the reviews, studies and suggestions mentioned above as well as a study of veterans’ social reintegration and their contribution in community life.
By the October 1, 2023:
- Prepare and presented to the attention of the Ministry and IOM, a list of suggested specific developments and modifications to a typical state target program in the field of veterans’ policy implementation based on conducted earlier overviews.
- Prepare and presented to the attention of the Ministry and IOM, a list of suggested specific developments to enhancing existed policy frameworks and processes including legislative, communication and administrative in formation of strategic policy focused on reintegration of veterans and their family members based on conducted earlier overviews.
- Participate in regional and central workshops focused on study of veterans’ social reintegration and their contribution in community life that bring together people from across different communities, as well as the relevant Ministries, service providers, and veterans’ centres, to discuss the implications of the study results and how the recommendations can be translated into concrete policy action.
By the December 1, 2023:
- Elaborate and share with IOM a pool of programmatic interventions (at least three) to facilitate reintegration of veterans and their family members throughout Ukraine.
- Undertake duty travel within Ukraine on an as-needed basis.
- Provide monthly progress reports and a final report to the Ministry and IOM.
- Perform such other duties as may be assigned.
All the deliverables under this Section are subject of approval by IOM. The Expert will also deliver to IOM the electronic files of all gathered documents that were used as a source for the consultancy. Any delay in reaching the deliverables which is not under the control of the Expert will be coordinated with IOM that will undertake corrective actions.
Taking into consideration the necessity to work in close cooperation with the Ministry, it is obligated for the Expert to cooperate with the Ministry regularly and spend minimum 32 working hours out of 40 working hours per week at the Ministry or IOM (in Kyiv), specifically through taking part in offline meetings with the Ministry and/or offline events, organized by the Ministry or other related stakeholders.
- Performance indicators for the evaluation of results
By the December 1, 2023 provided:
- Effectively communicate with the Ministry and keep IOM abreast of developments regarding the state veteran policy for the medium-term perspective.
- Support the Ministry in the field of veterans’ policy formation by examining best international practices, Ukrainian legislation and acting approaches.
- The overview of existing practices in the field of veterans’ policy formation and other implementation tools based on best international practices, current Ukrainian legislation and acting approaches systemized and presented.
- An analytical overview of the most effective approaches and tools (successful cases) of the implementation of veteran policy in other countries at the level of individual regions and/or territorial communities conducted.
- A list of specific suggestions regarding the state veterans’ policy development for the medium-term perspective based on best international practices, current Ukrainian legislation and acting approaches prepared and presented.
- A list of suggested modifications to strategic goals and a plan of measures for implementation of information policy of the Ministry based on conducted earlier overviews prepared and presented.
- The content, relevant presentation materials (power point slides, narratives), agenda and schedule of the workshops based on the findings of the reviews, studies and suggestions mentioned above as well as a study of veterans’ social reintegration and their contribution in community life developed.

- Education, Experience and/or skills required
Education
- Master’s degree (or higher) in law, economics, international relations, social science, or a closely related field from an accredited institution. A relevant academic degree will be an advantage.

- At least five years of professional experience in the field of national and international policy analysis, development of normative documents, experience in scientific work;
- Practical experience in the field of veterans’ affairs (politics, law, institutional relations, etc.), participation in the development of strategic documents, policies on the reintegration of veterans;
- Experience in conducting research and results analysis;
- Experience of interaction with government, diplomatic institutions and international organizations;
- Experience in creating partner networks with non-governmental organizations from different regions of Ukraine;
- Excellent written and oral communication and negotiation skills;
- Work experience and understanding of the socio-political situation and veteran policy in Ukraine is an advantage.
Skills
- Knowledge of veterans’ reintegration issues in the sphere of MHPSS will be an advantage.
- Сonfident user of the Microsoft Office Suite.
Languages:
- Proficiency in Ukrainian and working knowledge of English is required.
- Travel duties required
- Travel duties are mandatory according to the Agreement.
