Program / Department Summary

Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other conflict-affected people where they are: displaced inside Ukraine, refugees in Poland, Romania, and Moldova, or trapped behind frontlines. We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all of our impact will be delivered in partnership: with Ukrainian, Polish, Romanian and Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine.  Mercy Corps is responding to the Ukraine crisis with large-scale consortium programming with a focus on Multi-Purpose Cash Assistance (MPCA). The Consortium is a partnership between four international humanitarian aid agencies to model and deliver innovative, effective cash and other humanitarian assistance programs to support people affected by the Ukraine crisis within Ukraine.

General Position Summary

Working in the Finance Department under the direct supervision of Finance Manager, is responsible for financial reviews, reporting, resource management, coordinating with others, compliance with donor and MC internal policies and timely submission of quality reports as required by supervisor.

The Project Finance Officer (PFO) will be the main focal person for timely reporting and grant management compliance of the Resilience Pilot Project. The PFO will regularly, and upon request, communicate grants compliance requirements to the program team. S/He will also serve as the focal point to ensure compliance with Mercy Corps Ukraine internal systems. The PFO will work under the direct supervision of the Finance Manager.

Essential Job Responsibilities

  • Financial reviews of payment documentation
  • Disbursement to the beneficiaries, including bank transfers
  • Financial monitoring (weekly, monthly), including verification of expenses
  • Support in preparatory work for due diligence assessment
  • Ensure all financial transactions are recorded correctly in accordance with the relevant agreement/contract and coding.
  • Prepare timely and accurate financial reports in accordance with donor requirements
  • Ensure electronic and hard copies of supporting documentation are complete and compliant with donor requirements
  • Where relevant ensure timesheets are consistent with salary costs charged to donors
  • Any other tasks to be assigned by the supervisor.

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

  • A BA/S or equivalent in accounting or finance is required
  • Strong accounting skills and experience, including management of the general ledger, journal entries, payables and balance sheet
  • Demonstrated experience and skills with financial reports preparation and presentation and proven ability to translate technical financial data into informative reports
  • Advanced computer skills in MS Office programs, particularly Excel and accounting software experience
  • Good level in written and spoken English
  • 5 years’ experience in working with international NGOs or institutional donors will be an advantage
  • Work experience in banks will be an advantage
  • Experience with a contemporary ERP (SAP/Oracle/Navigator/Sun Systems) experience,
  • Experience in project budgeting, accounting and reporting will be an advantage

Success Factors

The Project Finance Officer will have proven abilities in analytical and reporting skills regarding budget, financial analysis and management of program issues. S/he will have the ability to communicate and interact effectively across program team and support programmatic objectives with timely and meaningful information. An impeccable professional standard of finance ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.
