Job Title: Monitoring, Evaluation, and Learning (MEL) Officer
Project Name: Strategic Communications Support Platform
Job Type: Full time
Location of Position: Kyiv, Ukraine
Reporting to: This position will report to the MEL Advisor and Deputy Team Lead on all technical delivery matters, and directly to Alinea on contractual and billing matters.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-Time, Jun 2024 – March 2025.
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Fluency in Ukrainian, English.

Project Description: Alinea International has been contracted by the UK Government to provide strategic communications support for the Government of Ukraine. The project is designed to support strategic communications coordination; and to enhance the government’s institutional research/analysis capacity to inform effective communications.

About the Work: We are looking for a Monitoring, Evaluation and Learning (MEL) Officer to provide dedicated monitoring, evaluation and learning to an exciting project in support of Government of Ukraine strategic communications. The role forms part of Alinea project team.

The Role: 

  • Be the focal point for all project MEL activities, facilitating effective and efficient delivery, identifying lessons, meeting reporting requirements, and informing and supporting adaptation in response to emerging learning.
  • Maintain and update relevant MEL inputs required by the MEL framework, supported by the MEL Adviser. This may include the Theory of Change, results framework, indicators, design and monitoring plan, learning and evidence plan, reporting, and any other MEL / donor requirements.
  • Conduct key informant interviews, focus group interviews, needs assessments, surveys, baseline and endline assessments as appropriate.
  • Manage data collection, knowledge management, and analysis of data required for the MEL framework.
  • Provide support including capacity building to colleagues where required on the use of MEL tools.
  • Quality-assure collected MEL data and reporting content.
  • Present communication of findings from data collection by analysing and visualising data in appropriate formats depending on the data sharing request.
  • Provide relevant input into the quarterly and annual progress reports, collaborating with MEL and project colleagues. Identify opportunities for improvements to MEL throughout the lifecycle of the project.
  • Ensure MEL practice is collaborative across project components to enable project-level learning and adaptation.
  • Manage and store all project data securely.
  • Deliverables
    The consultant will contribute to: 
  • Quarterly Reports.
  • The Annual Report.
  • Ad hoc reports and donor requirements.

Required Qualifications:

  • Ukrainian native speaker, fluent in English.
  • Based in Kyiv, Ukraine.
  • 5+ years of MEL experience, preferably in strategic communications, media relations, public affairs, or advocacy projects. Experience in international development preferred.
  • Experience with both qualitative and quantitative methodologies.
  • Experience conducting key informant interviews, focus groups, needs assessments, surveys and so on.
  • Understanding of behavior change models preferred, such as Behavioral Drivers or COM-B models, and their application in government strategic communications.
  • Experience developing MEL approaches to evaluate project contributions to policy change and audience sentiment.
  • Experience working with teams with varying levels of monitoring and evaluation experience; confidence explaining M&E processes in simple terms.
  • Strong data processing and analysis skills, with an eye for accuracy.
  • Experience presenting and facilitating learning with diverse stakeholders, including senior clients and staff.
  • Ability to think strategically and turn insights into recommendations.
