ORGANIZATIONAL OVERVIEW 

FHI 360 is a US-based NGO dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions.  FHI 360’s Crisis Response team is responding to the humanitarian emergency in Ukraine, providing integrated health, mental health and protection programming focused on decreasing morbidity and mortality among the conflict-affected population.  For more details, visit our website: www.fhi360.org. FHI 360 is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for an anticipated new project focused on improving nutrition outcomes among vulnerable populations. The position is contingent upon confirmation of donor funding.

POSITION OVERVIEW 

Under the supervision of the MEAL Coordinator, the MEAL Officer is responsible for establishing strong MEAL systems for FHI 360’s nutrition projects that primarily involve assessment and post-assessment interventions. In addition, the officer may assume MEAL responsibility for other FHI 360 humanitarian response activities in the country.

The nutrition program aims to monitor the implementation and compliance with the International Code of Marketing of Breast-milk Substitutes (International Code) in health facilities across different oblasts in Ukraine. It also seeks to implement interventions to enhance breastfeeding protection, promotion, and compliance with the Code in selected health facilities across target oblasts.

The employee will lead the assessment design and make use of an electronic database to capture program data; ensure data quality using different data quality assurance mechanisms; document all MEAL-related files; and assist the FHI 360 nutrition program team in establishing their respective proper documentation systems.

The MEAL Officer is guided in his/her work by this job description, standard operating procedures (SOP), and the current regulations of the FHI 360 branch in Ukraine.

KEY RESPONSIBILITIES AND DELIVERABLES

  • Ensure that MEAL system and tools are in place and are being implemented at the field level and communicate any issues or inefficiencies that arise, to the MEAL Team Leadership in a timely and proactive manner.
  • Take the lead in the development of the project MEAL plan consistent with the program work plan.
  • Lead the development and maintenance of appropriate databases to accurately track data collected from various interventions across program activities.
  • Take MEAL lead in facilitating the assessment related to nutrition that aims to monitor the implementation and compliance with the International Code of Marketing of Breast-milk Substitutes (International Code) in health facilities across different oblasts in Ukraine.
  • Support the effort of documentation and sharing of program results, ensuring the sharing of lessons learned and good practices.
  • Compile regular reports from field locations.
  • Prepare and submit the reports to the relevant UN clusters.
  • Assist in updating and managing programmatic databases as well as online dashboards.
  • Conduct field visits on a periodic basis
  • Other tasks as assigned by the supervisor.

DESIRED QUALIFICATIONS

  • 2+ years of experience and training on participatory result-based MEAL or any MEAL-related positions.
  • Bachelor’s degree in public health, nutrition or equivalent experience in statistics.
  • Conversant in software packages for data collection, analysis, and visualization (including proficiency in Kobo and PowerBi).
  • Advanced knowledge of Excel.
  • Sound understanding of Project Cycle Management and gender mainstreaming.
  • Experience with designing and/or implementing qualitative and quantitative assessments and/MEAL data collection, management, and analysis methods, including tracking outcome indicators, conducting program evaluations utilizing mixed method, and report writing.
  • A background in application development or computer programming is an added advantage.
  • Fluent in Ukrainian and excellent in English.
