What will you do in this position?

You will provide specialized operational and technical support to WFP Ukraine’s resilience and self-reliance portfolio under iCSP Strategic Outcome 2, targeting residents and internally displaced persons (IDPs) in the Odesa Area of Responsibility

The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world who depend on its food supplies. The war has caused immense suffering for civilians, displaced families, and disrupted supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 3.6 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south of Ukraine do not have reliable access to nutritious food.

WFP uses a combination of food and cash assistance to support communities affected by the war. This includes working with local partners to distribute food boxes in areas near the frontline and providing cash transfers in locations where people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 3.7 billion meals to people displaced and affected by the war.

How can you make a difference?

In this position, you will have to:

1. Support the roll-out of resilience and self-reliance livelihood projects:

• Provide technical support and assist in the design and implementation of resilience and self-reliance livelihood activities targeting residents, IDPs, small-scale farmers and food-related Micro, Small, and Medium Enterprises (MSMEs), in line with WFP programme policies and guidelines.
• Coordinate and actively monitor the progress and performance of resilience and food-systems project activities, including trainings, asset rehabilitation/creation and agricultural production support.
• Support the operationalization of WFP’s micro- and in-kind grant schemes, including the review of applications and business plans for grants and equipment provided to individual producers and MSMEs.
• Support farmer outreach and day-to-day operations for the scale-up of WFP in the Odesa AoR, and help communities and partners prepare project ideas and concept notes through community-based consultation using the WFP approach.
• Contribute to the review of cooperating partners’ proposals and budgets to finalize Field-Level Agreements (FLAs), then track the progress of implementation and the conclusion of activities as per the signed agreements.
• Coordinate the beneficiary registration process and follow up on issues that may arise during the process.
• Develop relationships and communication with relevant stakeholders and mechanisms and gather and collate information, prepare inputs for reports and analyse data, ensuring deliverables adhere to corporate standards and timelines.

2. Support AgriHub monitoring, missions and stakeholder liaison:

• Support the AgriHub team and the Research, Assessment and Monitoring (RAM) unit in providing an independent and transparent evaluation of grant effectiveness and usage.
• Support the AgriHub team with the training activities, which are delivered predominantly during the autumn and winter period.
• Support and accompany missions of donors, partner organisations, cooperating NGOs and international agri-business service providers.
• Liaise with regional authorities to promote AgriHub performance and obtain their feedback, ensuring that their concerns and requirements are communicated to the Country Office.

3. Perform other related tasks:

• Coordinate the monthly cycle management with all relevant actors (Country Office, cooperating partners, local authorities) to deliver transfers to beneficiaries on time.
• Contribute to the Country Office’s efforts on analysis, learning and strategy around cash-based transfers and resilience programming.
• Contribute to the analysis of the impact and effectiveness of cash-based and self-reliance programmes.
• Assist the Programme Policy Officer in research and the follow-up of programme implementation activities as requested by the supervisor.
• Perform other relevant duties as required, within delegated authority and as may be revised per the evolving needs of the operations.

Education: Completion of secondary school education. A post-secondary degree in following disciplines: Agriculture, international relations, political/social science, security management, business administration, economics or management is an advantage.

Experience: Six or more years of progressively responsible relevant work experience in programme, with a focus on Resilience, Livelihoods or similar activities.

Post-secondary education can compensate for some years of experience. For example, you will be considered as eligible if you have:

• Three (3) years of work experience in combination with a Master’s Degree;
• Four (4) years of work experience in combination with a Bachelor’s Degree.

Knowledge & Skills:

• Proficiency in MS Office and PowerPoint in particular.
• Strong project management and analytical skills.
• Ability to analyze and interpret financial and beneficiary data.
• Experience in task coordination among team members is required.
• Good communication and negotiation skills.

Language: Fluency (level C) in both in English and Ukrainian languages.
