Background

Ukraine is implementing comprehensive migration policy reforms to address demographic decline, labour shortages, and the country’s long-term economic recovery. As part of its European integration agenda, Ukraine is modernising migration governance by introducing more efficient administrative procedures, digital public services, and evidence-based policymaking aligned with EU standards.

To support these reforms, the Government of Ukraine, together with international partners, is establishing the Migration Policy Expert Group — a multidisciplinary team providing strategic, legal, analytical, and operational expertise to strengthen migration governance and improve institutional capacity.

Position Overview

We are seeking an experienced Business Analyst to support the design, optimisation, and digital transformation of migration-related administrative processes and public services.

The successful candidate will analyse existing business processes, identify opportunities for improvement, and develop practical solutions that enhance the efficiency, transparency, and accessibility of migration services. Working at the intersection of public policy, digital transformation, and business process management, the Business Analyst will collaborate closely with legal experts, policy specialists, government institutions, and technical teams to translate policy objectives into effective operational solutions.

Key Responsibilities

Business Process Analysis

  • Analyse and document migration-related administrative processes and service delivery workflows across government institutions.
  • Identify operational bottlenecks, inefficiencies, and opportunities for process improvement.
  • Develop recommendations for streamlining and modernising migration procedures.
  • Support the design of citizen-centred and efficient public services.

Digital Transformation

  • Develop business requirements and functional specifications for digital solutions supporting migration management.
  • Collaborate with technical teams to ensure business needs are reflected in IT systems and digital services.
  • Support initiatives aimed at simplifying administrative procedures through digitalisation.
  • Assess interoperability between migration-related information systems and propose improvements for data exchange and institutional coordination.

Operational & Institutional Analysis

  • Assess the operational feasibility of proposed policy reforms and administrative changes.
  • Analyse institutional roles, governance arrangements, implementation capacity, and resource requirements.
  • Contribute to the development of service delivery standards, operational procedures, and implementation frameworks.
  • Support organisational change and process improvement initiatives.

Stakeholder Engagement

  • Work closely with government institutions, policy experts, legal specialists, IT developers, and development partners.
  • Facilitate workshops, consultations, and business process review sessions.
  • Prepare business cases, implementation roadmaps, and operational recommendations for government stakeholders.
  • Support change management and capacity-building activities.

Profile and QualificationsEducation

  • Master’s degree in Public Administration, Economics, Business Analysis, Information Systems, Computer Science, Public Policy, Statistics, Law, Migration Studies, or another relevant field.
  • Professional certification in Business Analysis (CBAP, CCBA, PMI-PBA, Agile Business Analysis, or equivalent) will be considered an advantage.

Professional Experience

  • Minimum 5 years of relevant professional experience in business analysis, digital transformation, e-governance, public administration reform, migration management, labour market governance, social protection, or related fields.
  • Proven experience analysing and redesigning administrative processes within government institutions or public sector organisations.
  • Experience preparing business requirements and functional specifications for digital solutions and public information systems.
  • Experience conducting institutional assessments, operational analysis, and implementation planning.
  • Experience supporting digitalisation initiatives involving multiple institutions and integrated information systems.
  • Previous experience working with international organisations, EU-funded programmes, development partners, or government reform initiatives is highly desirable.

Skills and Competencies

  • Strong knowledge of business process analysis methodologies, workflow mapping, service design, business process re-engineering, and gap analysis.
  • Ability to prepare business requirements, functional specifications, use cases, and process documentation.
  • Understanding of digital transformation, interoperability frameworks, data governance, and public sector information systems.
  • Familiarity with migration management systems, labour market information systems, administrative registries, or related public sector databases is an advantage.
  • Strong analytical and problem-solving skills with the ability to translate policy objectives into practical operational solutions.
  • Experience supporting organisational change and administrative reform initiatives.
  • Excellent stakeholder management, facilitation, and communication skills.
  • Strong report-writing and presentation skills.
  • Ability to manage multiple priorities and work effectively within multidisciplinary teams.
  • Excellent written and spoken Ukrainian and English.
