Title: Local Art Education Consultant Length of Assignment: Short-term Estimated LOE: up to 40 including travel Assignment Location: Mariupol Dates: o/a September – December 2020
Principle duties & responsibilities:
To inform the culture sector strategic development, the Local Art Education Consultant will be responsible for the following:
During the first phase (September-October 2020):
Review of Mariupol art schools, analysis of the current functioning and financing of the city network of art education institutions in terms of reforming art education, demographic forecasts, demand for art education. Develop basic conclusions and recommendations based on the analysis;
Studying the needs of the community in certain areas of art education. Develop basic conclusions and recommendations;
Monitoring the quality of art educational services provided by art education institutions;
Analysis of the effectiveness of art educational programs that provide educational services;
Analysis of the interaction of art schools with the cultural and artistic environment of the city and close area.
During the second phase (October – December 2020):
Support the city administration in addressing key areas of reform, including internal drafting of necessary texts, proposals for resolving conflicts and dilemmas (if necessary);
If required by the city, moderation of public discussions, stakeholder consultations, and internal meetings (such as the Local Development Forum, Public Hearings, working group meetings, etc.). List of participants, photos from the event;
Support the city administration in developing parts of strategic documents on the conditions of operation of primary art education:
Written section “Art education” in the city development strategy;
Written Strategic Plan 2021/2030 for the development of art education in Mariupol;
Written Strategic Plan 2021/2030 on financial instruments in the field of art education in Mariupol.
Support at least two urban strategy development activities (such as the Local Development Forum, Public Hearings, working group meetings, etc.);
Provide general support of the Mariupol city authorities in the development of the strategic plan:
Together with stakeholders, establish the vision, principles, and goals of the community;
Together with stakeholders, formulate strategic priorities, main development goals, and a strategic action plan, as well as key performance indicators of art education institutions.
Qualifications and experience
Education level: University degree in Business Administration, Public Administration, or other relevant fields. Master’s degree is preferable.
Specific experience:
Minimum 5 years in the strategic planning field;
Strong experienced in working with the local government on ensuring genuine citizen participation in the strategic planning process;
Specific expertise in the Sector-Specific/priority in one of the following directions:
Social sector development and services improvement (sports, health, education, social services, etc.);
Culture, youth, and sports;
Modern municipal infrastructure and services (e.g., e-governance and smart city technology, administrative and other municipal service delivery, rehabilitation of public spaces, etc.).

The five-year USAID Democratic Governance East Activity (DG East) aims to strengthen the connection and trust between citizens and their government in eastern Ukraine by promoting an inclusive civic identity, common civic value and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East’s purpose is to “strengthen the connection and trust between citizens and their government in eastern Ukraine” and methodology is to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives will be implemented across four project offices: Kyiv, Kramatorsk, Severodonetsk, and Mariupol. DG East will provide opportunities for citizens to engage with their government, provide government with resources to support their citizens, and create opportunities for citizens of Ukraine to create hope in their future and positive changes in their daily lives.
